- The U.S. Army Corps of Engineers, New England District is issuing a solicitation set aside for Service Disabled Veteran Owned Small Business (SDVOSB) for Invitation for Bid (IFB) for Barnes Building Roof Repairs in Boston, MA. The NAICS code for this procurement is 238160. The estimated construction cost is between $100,000 and $500,000.00. The project is planned to be issued on or about April 2014. The building is a 58,000 square foot, 10-story office building in a dense urban area exposed to coastal storms and high winds. The existing roofing system is a fully adhered Ethylene-Propylene-Diene-Monomer (EPDM) system which has been damaged during recent storm events, including Hurricane Sandy. Damages include partial separation of the EPDM from insulation substrates, partial separation of the EPDM from the perimeter parapet wall, water penetration below the EPDM into insulation layers, and other damages and general age deterioration. High wind events have caused the EPDM to balloon over large areas of the roof, worsening existing deterioration, and threatening to completely separate the EPDM from substrate material, creating a potential hazard in adjacent areas. Specific work tasks are intended to reconstruct severely deteriorated areas of the roof and to secure the remaining existing EPDM and substrate materials in place. These tasks include: full depth roof repair (new insulation and EPDM) in limited areas (approximately 1250 SF), reattachment of the EPDM to the perimeter parapet wall, caulking, and installing a sandbag ballast and wrap and tie system at selected locations on the roof. The logistics are a consideration for this project since it is located in the city of Boston. Traffic control and pedestrian traffic control will be necessary, with the possibility of shutdown of the street. The building has limited access for large equipment on multiple sides of the building. The building is adjacent with another large high-rise building which is separated by a narrow alley. The building and adjacent parking lots will be occupied during the construction contract. A staging area adjacent to the building will be made available to the Contractor. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about April, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
