Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Range Systems, Inc., 5121 Winnetka Avenue N., STE 150, Minneapolis, MN, 55428-4261. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 326299; All other Rubber Product Manufacturing; the size standard is 750 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Range Systems, Inc., 5121 Winnetka Avenue N., STE 150, Minneapolis, MN, 55428-4261. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI is responsible for receiving firearms as items of evidence, which are submitted from all over the world. To perform examinations on these items, the FBI utilizes a range to perform a function of examination and test fire of the weapon system. The FBI has a requirement to update the range to implement ballistic rubber product that has a cold-molded rubber which completely encapsulates bullets, eliminates ricochet and splatter, and reduces airborne lead by over 99% for up to 2,500 rounds per panel. The material for adhering to the walls must be a mixture of modified high density composite rubber based particles and bonding agents, which are able to sustain high pressure to from dimensionally stable ballistic panel and block which will reduce ricochet, splatter, and airborne lead, and considered a completely green product. The Ballistic Rubber DuraPanel will prevent ricochet and splatter of standard pistol and rifle rounds up to.308/7.62mm and be able to be applied directly to ballistic steel, concrete and plywood. Range Systems, Inc. through extensive Market Research is the only source which can meet the requirement for a "green" hanging ballistic containment curtain designed to encapsulate bullets, eliminate ricochet and splatter, reduce airborne lead by 99%, and provide a noise reduction coefficient of.65. Range Systems, Inc. is the only vendor capable of fulfilling the FBI's requirement as they hold the patented for this product that cannot be produced elsewhere. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, April 17, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
