- Notice of Intent to Award a Sole Source Purchase to Reed Elsevier (Lexis Nexis) Posted Date: April 14, 2014 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division Response Date: April 24, 2014, 5:00pm EST The U.S. Environmental Protection Agency (EPA) intends to award a sole source purchase order to Reed Elsevier for an electronic database solution for real-time identity proofing. The Agency requires an electronic solution for real-time identity proofing, which currently relies on an automated look up service against Reed Elsevier Company?s Lexis Nexis database. Under the Cross-Media Electronic Reporting Regulation (CROMERR), EPA program offices are required to identity proof its stakeholders, and therefore is an important function that the EPA must conduct. The Lexis Nexis automated look up service is proprietary to Lexis Nexis; and it is developed and maintained by Reed Elsevier. It is not developed or maintained by any other vendor or distributor. Similarly, software upgrades and maintenance made available through the software agreement we wish to purchase are available through no other vendor or distributor other than Reed Elsevier. In accordance with FAR 6.302-1, Only One responsible source and no other supplies or services satisfy the Agency's requirements. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered.
