Description

TBMCS Pre-Solicitation Notice. The Program Executive Officer-Land Systems intends to issue a competitive solicitation (M67854-14-R-0200) for a contract to provide software development and post-production life cycle sustainment/support to include: enhanced information assurance, integration, and help desk trouble shooting services for the Maintenance Release 2 Virtualized software baseline in conjunction with the Theater Battle Management Core Systems (TBMCS) program. This solicitation will include line items for the following services: software development/systems engineering labor, tier II help desk support and other direct costs. The contract type will be firm fixed price. The period of performance will be one (1) base year with four (4) additional one (1) year options. This acquisition is not being restricted; all prospective Offerors who possess the requisite expertise and meet the stipulated requirements as set forth in the solicitation, including its attachments are encouraged to submit a responsive proposal. The Government intends to conduct this procurement in accordance with the policies and procedures of FAR Part 15, "Contracting by Negotiation" and will be following the "Best Value" evaluation methodology. Offerors will be evaluated on their proposed technical/business approach towards fulfilling the requirements as stipulated in the Statement of Work. A formal solicitation will be posted to the FedBizOpps website located at: https://www.fbo.gov/ on or about 28 April 2014. All responsible sources may submit a proposal which shall be considered by the agency. Offerors are instructed to hold all questions until the solicitation has been issued. No response to this synopsis is required for participation in this acquisition. However, in order to be eligible for award, interested parties must be registered in the Central Contractor Repository Database which has been migrated/transitioned over to the System for Award Management website located at: https://www.sam.gov Original Point of Contact: Mr. Howard W.
