Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, College of Distance Education, intends to award a sole source Firm-Fixed Price contract to T. W. Wu. Under the authority of USC 2304(c) (1) pursuant to FAR 6.302-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though a Firm-Fixed Price/Sole Source Contract is anticipated, interested firms or persons may identify their interest and capability to the Contracting Officer, Ginny Reedenauer, Email: ginny.reedenauer@usnwc.edu. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. The College of Distance Education (CDE), Naval War College, has a requirement to conduct two (2) nonresident evening courses in Theater Security Decision Making as part of the Fleet Seminar Program in the following areas: Annapolis, MD and Washington, DC. The courses are essentially the same as taught in residence at Newport, with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses. Because the site of the courses is removed from the Naval War College (NWC) it is necessary to contract individuals who reside in these areas to serve as an instructor and local administrator for the courses. The qualifications for this position are unique in that they require a combination of professional education, naval warfare operational experience, a familiarity with Naval War College missions and functions, and competence in teaching at the graduate level, using the NWC methodology. The following Knowledge, Skills, and Abilities specific to each course apply: Ph.D. in International Relations; National Security Affairs Joint Professional Military Education Phase 1 Prior military experience at rank of 05 or above Graduate of a Senior Service College PERIOD OF PERFORMANCE: 01 August 2014 - 12 June 2015 PROCEDURES FOR SOLICITATION/AWARD A written Request for Quotation (RFQ) #N00124-14-T-0291 (Form SF 1449) will be issued in 1-5 business days after this Notice posting. The award date is estimated to be no later than May 30, 2014
