- Attachment 4 Attachment 3 Attachment 2 Attachment 1 Solicitation document The purpose of this solicitation is to provide for the renovation of the orphan transition home in Popovtsi, Bulgaria in accordance with the attached Performance Technical Specifications. Proposals shall be submitted electronically to Mr. Sean Duffy, sean.duffy@eu.navy.mil on or before the date specified in Block 13 of the SF1442. Time = Central European Summer Time (CEST). Pre-proposal questions must be submitted to sean.duffy@eu.navy.mil at least 10 days before the proposal due date and will be addressed via solicitation amendment. In accordance with FAR 15.101-2, award will be made to the lowest price technically acceptable offeror. In accordance with FAR 36.204 the magnitude of this project is expected to be between $25,000.00 and $100,000.00. Offerors can view and/or download the solicitation, and any attachments, at https://www.fbo.gov, free of charge. This solicitation is available in electronic format only. All documents are in the Adobe Acrobat PDF file format. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
