- This pre-solicitation notice is for a Performance Based Logistics (PBL) program to support the AN/ARC-210 Multimode Integrated Communications System and COMSEC System requirements for the Navy, Foreign Military Sales (FMS), and other DOD services. The PBL program will cover AN/ARC-210 and COMSEC systems installed on various Navy and Marine Corps aircraft, shipboard and ground-based platforms. The contractor will provide total logistics support by managing repair, replace or overhaul decisions, as required, to meet users' demands. Among the PBL objectives are maintenance of availability levels, reliability improvements, requisition processing, configuration and obsolescence management, premium transportation and storage. The overall goal is to provide responsive and timely logistics support to the fleet. The result of the solicitation which will follow this pre-solicitation notice will be a Requirements contract with a five-year base period and one five-year option period. Due to the unavailability of drawings and technical data, only Rockwell Collins (13499), Cedar Rapids, IA will be solicited. Complete data, drawings and the rights to the same which are required to support performance of this type of contract by any other source are not available from the Government. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
