Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD intends to issue a Competitive quote mark Small Business quote mark award. This acquisition shall is to provide a one-time repair service on an Agilent 6130 LC/MSD, Model G1530A; S/N: US00037191 for the US Army Public Health Command (PHC). Solicitation number 0010468987 is issued as a request for proposal (RFP). The Federal Acquisition Circular FAC 2005-55. This associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $7.0 million. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The intention is to issue a single award at the discretion of the Government. Provide a price per CLIN. Interested parties may identify their capabilities by responding to this requirement, not later than 08:00 a.m. Eastern Standard Time (EST) on 21 April 2014. Period of Performance: TBD following contract award. This acquisition will be made using Wide Area Work Flow (WAWF). All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these item(s). Cost Breakdown below: 1 Job @ $_______ = $_________ (on-site repair includes labor & travel costs) EQUIPMENT LOCATION: US Army Public Health Command Building E2100; Bush River Road Edgewood Area; Aberdeen Proving Ground, MD CLIN 0002: Part Part #AG-6130-TMP; Pfeiffer Split Flow Turbo Pump Part; 1 Each @ $_________ CLIN 0003: Accounting for Contract Services Cost for Providing Accounting for Contract Services - ACC-APG 5152.237-4900, Accounting for Contract Services Requirement, has been added to the statement of work, and contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. STATEMENT OF WORK: Agilent 6890 GC FPD Repair SERVICE LOCATION: The service repair will occur in Building E2100 on Bush River Road at the US Army Public Health Command, Institute of Public Health on the Edgewood Area at Aberdeen Proving Ground in Edgewood Maryland. REQUIRED SERVICE: The US Army Public Health Command, Institute of Public Health, Lab Sciences requires the repair and rebuild of a 6890 GC FPD Detector which is part of a Government owned GC system. This detector has to be repaired for the Agilent GC system to correct flow / leak problems in order for the system to be functional and perform to full operational capacity. The FPD Detector must be repaired to the PHC Lab standards and Agilent specifications. The system must be functional and fully operational before work is considered complete and payment is made to the vendor. All labor, service fees, travel and parts must be included in the bid price for this contract. ONSITE REPORTING PROCEDURES: All contract employees entering building E2100 MUST first report to the receptionist prior to beginning any work. Contractor will be checked into the building and issued a service ticket by the Government Technical Point of Contact (TPOC) or designee before beginning work in the building. The technician must have an escort at all times while in the building. Upon completion of the work for the day, the contractor must return to the TPOC to sign out of the building and report the status of the service request. If the work is complete, the contractor must summarize the work performed and sign the service ticket before a TPOC will release the service ticket. If the contractor must return to complete the work, the service ticket will be re-issued upon return to building E2100. Once the work is complete, the contractor must follow-up with a service report to the Government TPOC that details the service performed on the instrument within 7 days of completion of the work requested. DOCUMENTATION: All documentation, schematics, hardware, and software manuals, diagnostic routines, and any other items required by the contractor to perform the service shall be furnished by the contractor and labeled as contractor property. The government will not be required to aid in the acquisition of any documentation necessary to perform the duties of this contract. TRAINING/CERTIFICATION REQUIREMENTS: All contract personnel providing this service must be trained and certified by the Agilent Corporation to maintain this equipment prior to contract award. Proof of this training and certification must be provided to the government prior to contract award. Vendor must also demonstrate 1 year of experience with the specified make and model or similar equipment. Loss of this certification by the vendor may result in termination of the contract.
