Description
Pricing proposal template with labor category mix for base year and optional year performance periods This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA(SSSA)-CSS-14-161 and the solicitation is issued as a request for quotation (RFQ). The solicitation is being issued on a set-aside basis to Small Businesses only. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, dated January 30, 2014. PROJECT DESCRIPTION The Division of Behavioral and Social Research (BSR) at the National Institute on Aging (NIA), National Institutes of Health (NIH) plans, conducts, fosters, and supports an integrated and coordinated program of research and research training, with emphasis placed on: (1) the dynamic interplay among individuals as they age; (2) their changing biomedical, social, and physical environments; and (3) multilevel interactions among psychological, physiological, social, and cultural levels. Research areas of emphasis are: (1) Health Disparities; (2) Aging Minds; (3) Increasing Health Expectancy; (4) Health, Work, and Retirement; (5) Interventions and Behavior Change; (6) Genetics, Behavior, and the Social Environment; and (7) The Burden of Illness and the Efficiency of Health Systems. BACKGROUND, PURPOSE, AND OBJECTIVES The BSR has a requirement to purchase Science Management and Research Administration Contractor support services for work on individual tasks related to trans-NIH initiatives in the social and behavioral sciences (e.g. Science of Behavior Change and Health Economics). The successful contractor or contractors will provide a combination of support for tasks involving science management, evaluation activities, writing/editing and document production, and information and data management support for Government Officials. Work requirements will include program development support; science management; evaluation activities; scientific writing, editing and document production; information and data management support; and meeting/event planning, travel coordination, and note taking for approved meetings only. CONTRACTOR REQUIREMENTS TASK 1: Management of 2013 BSR Data Review Committee, to include reconvening the 2006-2007 Data Review Committee; organizing, attending and recording teleconferences and in-person meetings of the committee; helping to prepare, organize and manage distribution of background materials to the Committing; working with the Committee to prepare, revise and obtain approvals of high quality Data Review Report which will consider changes in the BSR data collection over the past six years, how best to utilize existing data in the furtherance of aging research, and future directions. TASK 2: Prepare high quality summary of meeting on Integrating RCT and Observational Data to be held at National Academy of Sciences, Washington, D.C. Final meeting summary should be suitable for posting on the web. TASK 9: Prepare high quality summary of teleconference on Research Needs in Macroeconomic Impacts of Population Aging. Final meeting summary should be suitable for posting on the web. TASK 10: Support high quality science management and research administration specifically for the NIH Common Fund initiative of Health Economics. Contractor will work with BSR staff and associates to facilitate meetings of workgroups and steering committees. We anticipate subtasks such as commissioning scientific papers, organizing teleconferences, handling committee meetings logistics, drafting agendas, preparing meeting materials, attending meetings, taking and distributing minutes. Other tasks may include organizing relevant meetings, and maintaining SharePoint sites for the initiatives. TASK 11: Provide science management and research administration support specifically for the NIH Common Fund initiative of Science of Behavior Change, which will include working with BSR staff and associates to facilitate meetings of workgroups and steering committees. Subtasks are anticipated such as commissioning scientific papers, organizing teleconferences, handling committee meetings logistics, drafting agendas, preparing meeting materials, attending meetings, taking and distributing minutes. Other tasks may include organizing relevant meetings, and maintaining SharePoint sites for the initiatives. TASK 12: Other tasks to be defined. CONTRACT TYPE An Indefinite Delivery, Task Order contract is anticipated for this requirement. Any contract resulting from this announcement will be initially funded for contractor support on Task 1. Additional tasks, and required support on individual tasks, may be awarded as a separately priced line item throughout each performance period. The option to add a separately priced line item will be based on the government's need for contractor support and on existing scope and complexity of the project. Period of Performance: The task work period of performance will be one 12-month base period, with the option to exercise four (4) additional one-year performance periods. The total duration of any resulting contract, including option years, will not exceed five (5) years. The performance period is expected to begin on or around May 1, 2014. Place of Performance: Contractor will be required to work at a Contractor facility. Contractor shall not be required to work onsite at a Government facility, although period meetings with government officials for collaboration and meeting purposes may be required on an ad-hoc basis. INSTRUCTIONS TO OFFERORS Offerors may respond with a proposal indicating their ability to provide the technical requirements stated in this solicitation. Offerors must clearly delineate responses for each task in their proposals. Pricing shall be submitted for each task and include: the labor hour rate, estimated number of hours able to be committed to each task, and the total estimated cost for each task. A pricing template is attached to this solicitation and may be used as the format to submit pricing information. Offerors shall propose a unique mix of labor categories in order to effectively accomplish the task work requirements. Pricing proposals must be structured to clearly identify the hourly rate and time commitment for each labor category per individual task listed in this solicitation. Offerors shall also include optional performance periods in their pricing response. This solicitation is expected to result in one (1) award, although the government reserves the right to make multiple awards to a single solicitation. TECHNICAL EVALUATION CRITERIA Responses from Offerors will be evaluated on the following weighted technical factors. 1. Understanding of the Requirements (30%) The Offeror's technical approach shall indicate compliance with the requirements as outlined in the statement of work, and describe an essential understanding of the requirements involved in accomplishing the tasks. 2. Experience of and Academic Qualifications of Personnel (30%) Criteria will include documented experience, educational background and training, and availability of the proposed staff and their designated responsibility on the project. This includes the education, experience, managerial competence, and time commitment of the proposed project manager and the experience, technical competence, and time commitment of other scientific and technical staff; staff expertise in behavioral and social science areas such as demography, economics, psychology, epidemiology, health services research, and population genetics, in relation to the research issues in aging. 3. Past Performance (40%) Documented successful past performance reflecting knowledge of NIH policies and programs, support of trans-NIH initiatives (e.g., Common Fund), meeting planning experience, expert technical writing/editing skills, and document production. Pricing will be an unscored component of the evaluation. Responses from Offerors will be evaluated on best value in relation to pricing. In the event that two or more responses are deemed technically equivalent, price may be used as a demarcating factor for selection purposes. Responses to this RFQ must be submitted in Microsoft Word or searchable PDF format in a font size of 11 or 12 point and font type of Arial or Times New Romans. Margins must be 1-inch wide (top, bottom, left, and right). The technical proposal must not exceed 20 pages in length and the pages must be sequentially numbered regardless of the section or part, and must contain a header or footer to include the name of the contractor and the RFQ number. Pages in excess of the specified page limit will not be considered or evaluated. Resumes must not exceed 2 pages in length and are not counted in the page limit. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include ability to meet the technical requirements stated in this pre-solicitation and on basis of best value to the government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than the response deadline specified in this announcement.
