Description
1. Notice: This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market survey information planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. 2. Project Details: The White River National Forest in Glenwood Springs, Colorado anticipates soliciting for and awarding a project for asbestos inspection at Camp Hale, a former military training site which was decommissioned in the 1960s and is located near Tennessee Pass between Red Cliff and Leadville, Colorado. The project will require an inspection throughout the entire site and preparation of a report of findings including recommendations for removal or abatement of all Asbestos Containing Material (ACM). The area of the site is approximately 1500 acres. 3. Requirements: The effort will require the business to: a. Locate all ACM: Digital and hard copy of mapping with descriptive approach that clearly identifies location on ground and areas where abatement is recommended. b. Identify all ACM: Type of asbestos fiber, % of asbestos fiber, and whether asbestos- containing material is friable or non-friable. b. Quantify all ACM: Approximate quantities of asbestos containing material (friable and non- friable) that pose an unsafe risk to FS personnel and the general public. c. Recommend the Removal or Abatement of all ACM: Prepare written report that documents all findings and recommendations for the appropriate removal or abatement of all ACM. 4. Proposed Acquisition: The project will be grouped by quantity and is anticipated to begin in 01 July 2014. The completion date for the first group has an anticipated date of 30 June 2015. The estimated duration for each group of the project will be approximately 365 days. A formal site visit will be announced at a later date. The proposed project will be a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541620, Environmental Consulting Services. Small Business Size Standard for this acquisition is $14.0 million. Prior Government contract work is not required for submitting a response under the sources sought synopsis, but all respondents are advised to register in WWW.SAM.gov. It is anticipated that award will be based upon the best value to the Government. The estimated solicitation issuance date is on or about 30 May 2014, and the estimated proposal due date is to be determined. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 15 May 2014. 5. Response Procedures: - Offeror's shall provide two (2) copies of the response to this sources sought announcment and the response shall be limited to five (5) pages for each copy and shall include the following information: - Offeror's Company Name and Address - Point of Contact - Contact Telephone Number - Email Address - Offerors' Duns and Brad Street Number (DUNS) - Business Web Page Address - Specify U.S. or Foreign-Owned business - Offeror's interest in participating in the solicitation when it is issued. - Offeror's capability to meet personnel requirements. - Offeror's capability to perform a contract of this magnitude and complexity including in-house capability to execute all phases of the work; a brief discussion of at least 2 comparable projects performed within the past 3 years to include customer name, timeliness of performance, customer satisfaction, and dollar value of the project. - Respndent's type of small business and Business Size (Whether HUB Zone, Service-Disabled Veteran-Owned Small Business, Certified Section 8(a) or Woman-Owned Small Business (WOSB). - Offeror's Joint Venture information if applicable - existing and potential. Interested businesses shall respond to this Sources Sought Synopsis no later than 5:00 PM (MST) 05 May 2014.
