- The US Naval War College intends to award a sole source, firm-fixed price contract to The Costello Group to facilitate, as a senior fellow, two graduate level seminar courses in maritime component commander education as part of the Naval War College ™s CFMCC and one in Executive Level Operational Warfare education as part of the Naval War College's ELOC. This includes assisting with lesson plans; preparing and delivering lectures; conducting seminar sessions; identifying qualified individuals who might deliver lectures on designated topics; administrating and reviewing student course reviews and commentary; and preparing and submitting an end-of-course memorandum to include recommended administrative changes, additions, deletions and other suggested alterations to course structure and content. The proposed contractor, The Costello Group, has successfully served in senior facilitator capacity at the Naval War College in previous courses including Joint Forces Maritime Component Commander (JFMCC), CFMCC, ELOC and Stockdale Group. Additionally, experience as Third Fleet Commander gives him the necessary expertise and perspective required for facilitating the CFMCC and ELOC courses. The period of performance will be date of contract award through 30 October 2014. The places of performance of the resultant contract will be Manama, Bahrain, Naples, Italy and Newport, Rhode Island. The solicitation is anticipated to be released on or about April 16, 2014. It will be a 100% small business set-aside. NAICS code is 611710 and small business size standard is $14.0M. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though the intent is to award a sole source contract, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
