- This is a SOURCES Sought announcement; for market survey information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and relevant experience of all business size standards to provide Architect and Engineering (A-E) services for projects assigned to the Montana Air National Guard. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Woman Owned Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business (SDVOSB) Concern, and Large Business are highly encouraged to respond to the sources sought. The government is looking for qualified firms to Perform Type A (investigative), B (design), and C (construction surveillance and inspection) Architectural and Engineering consulting services. An Indefinite quantity/Indefinite Delivery (ID/IQ) Fixed Price contract is contemplated. Services will be mainly performed at the Montana Air National Guard, Great Falls, Montana. The A-E indefinite delivery contract may be utilized by all National Guard Contracting Offices within the State of Montana. These services will be required for an undermined number of projects of varying size and complexity. Individual task orders may be of any value within the contract maximum ceiling value, (base year and up to 4 option years) of $10,000,000 total, for the life of the contract including option years. The estimated minimum task order amount is $2,000. The estimated maximum task order amount is $500,000. Firms must have ability to perform up to three or more task orders simultaneously. This ceiling may be applied for the entire state and for other federal users individually with no limit on individual task order amount. Work will be issued by negotiated firm-fixed price task orders. Award(s) will be based on selection of the most highly qualified firm (s) in accordance with the A-E Brooks Act procedures in accordance with FAR 36.6. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, which will invite firms to register electronically to receive a copy of the solicitation when it is issued. In the event that multiple awards are made from the official synopsis/solicitation each top ranking firm will be given fair opportunity to compete for individual task orders. Should a large business be selected for this contract, it shall comply with FAR 52.219-9, Small Business Subcontracting Plan, for that portion of work it intends to subcontract. This plan is not required with the submittal, but must be approved prior to award to any large business. For information purposes, the North American Industrial Classification System (NAICS) Code for this procurement is 541330, A-E Services which has a small business size standard of $14,000,000 in annual average gross revenues for the last three (3) fiscal years. DISCIPLINES: Work will involve a broad variety of investigative, design and construction monitoring services (Types A, B, and C services respectively), and miscellaneous other services which include, but are not limited to: Investigative, design and/or monitoring services for design-bid-build and criteria consultant services for design-build projects pertaining to repair, maintenance, alteration or new construction of facilities and aviation-related structures; scope development, design criteria and conceptual designs; feasibility and planning studies; field investigations; plans and specifications; historical preservation and archaeological services, studies and reports; topographic subsurface investigation and other surveys; anti-terrorism/force protection; space planning and interior design; construction cost estimating; quality control; asbestos and lead-based paint assessment and abatement; building evaluation reports; construction management; life safety studies; fire protection measures; life cycle cost analyses; landscaping design; miscellaneous design and problem analyses; independent technical review of product submittals; and on occasion, participation in peer review processes and source selection boards. Design projects shall use the following Army, Air Force and National Guard regulations/standards for facility design and construction. Type A Services shall include but not be limited to making investigations, collecting data, performing analyses, making presentations and conducting other fact finding studies as might be necessary to support the design of the system project. This shall include making economic feasibility studies and developing scopes for programmed projects. Type B Services shall include engineering calculations and analyses, complete design, statements of probable cost, complete detailed construction documents for such quality and completeness as to be competitively bid by contractors. Type C Services shall include all personnel, equipment and materials necessary to perform all material data and shop drawing reviews, complete on-site construction compliance inspection and material testing as required in the construction documents. EXPERIENCE/CAPABILITIES STATEMENT CRITERIA: Will be in accordance with FAR 36.602-1(a). Firms will be evaluated on the following factors and A&E selection criterion: 1. The Experience/Capabilities Statement is limited to 5 pages, and shall be submitted in PDF format with the following file name convention: COMPANY NAME_W9124V-14-R-8888_EXP STATEMENT. 2. Provide Firm's name and Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS). 3. Provide any general information on the Firm's Experience/Capabilities as they pertain to A-E mechanical, electrical, and fire protection services and self-performance requirements on a Standard Form SF330 in PDF format. 4. Capacity to Accomplish the Work; Provide the Firm's Teaming Arrangement, Joint Venture and/or Mentor-Protege information, as applicable. 5. Location; the geographic proximity of each firm to the Great Falls International Airport will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. Respondents shall note that there will be no travel paid on the resulting task order unless specifically authorized by the contracting officer and only in unusual circumstances. 6. Provide up to three examples of A-E services projects performed within the past 3 years for mechanical, electrical, and fire protection engineering projects relevant to this Sources Sought. Firms/teams demonstrating experience on military projects will be considered most relevant. SUBMISSION REQUIREMENTS: THIS IS NOT A REQUEST FOR PROPOSALS. Interested Architect-Engineer firms having the capabilities to perform the anticipated work are invited to submit one (1) completed and bound paper copy of their SF 330 (Parts 1 and II)(Architect-Engineer Qualifications). Additionally, firms are encouraged to submit the data on CD/DVD but the CD/DVD shall not substitute for the hard copy submission. Submitting firms are to include the DUNS number along with the name of the firm in Block 5 of the SF 330, Part 1, Section B. FONT SIZE shall be at least 10 pitch or larger on white letter-sized paper (8-1/2 inches by 11 inches), limited to 20 double-sided sheets, stapled, fastened or bound. Do not furnish design portfolios, prints, magazines, newspaper clippings and/or CDs of completed projects. All requirements of this notice must be met for a firm to be considered responsive. Solicitation packages will not be provided. Qualification submissions must be received no later than 10:00 a.m., Mountain Standard Time, on 19 May 2014. All information relating to this synopsis, including pertinent changes/amendments and information prior to the date set for receipt of AE Qualification Submission will be posted on the following website: https://www.fbo.gov. Cover letters and extraneous materials ARE NOT desired and WILL NOT be considered. Personal visits, for the purpose of discussing this announcement or the Submittal, will not be allowed.
