- The Transportation Security Administration (TSA) intends to contract using other than full and open competition for a fiber optic lease that ensures TSA maintains fiber optic connectivity in its occupied space at the Dulles International Airport (IAD) and the Reagan National Airport (DCA). Accordingly, the TSA intends to award a purchase order to the Metropolitan Washington Airports Authority (MWAA). This purchase order will address the requirements of TSA Office of Information Technology (OIT) Operations and Engineering Division (OED). TSA intends to award this requirement under the authority of Federal Acquisition Regulation (FAR) 13.501(a)(ii), test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), for a base year period with four successive one-year option periods. TSA requires a lease for 200 strands of single mode fiber and the associated connectors in order to ensure continuous TSA network connectivity for TSA personnel in TSA occupied space at IAD and DCA. This synopsis is not a request for competitive quotes. It is a notice that outlines the Government's intent to contract on a sole source basis with MWAA. Sources may identify their interest and capability to respond to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Mr. Paul Bean (Paul.Bean@tsa.dhs.gov) in an electronic format that is compatible with Word 2007, no later than 10:00 am Local Time, Washington, DC April 25, 2014. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than two (2) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals but is displaying the Government's intent to pursue a sole source strategy for this acquisition.
