Description
Denver Federal Center map Industry Day - Whole Facilities Maintenance Services This is a notice announcing a pre-solicitation conference to be held at GSA, Building 41, Denver Federal Center, 6th and Kipling Street located in Lakewood, CO. The meeting is to be held in the Remington Arms Conference Room, located on the first floor of Building 41, on May 14, 2014 from 9:00 a.m. to 3:00 p.m. MDT. The solicitation contemplated will be for a single Request for Proposal (RFP) that will result in award of multiple Contracts for whole facility maintenance services to the Defense Commissary Agency (DeCA) commissaries throughout the United States, to include Alaska and Hawaii, and territories of Guam and Puerto Rico. Ground Rules for Industry Day: •1. This is an open forum seeking industry input on requirements and processes. Ideas and information presented may be recorded and publicized (FedBizOpps) or otherwise recorded for this event. •2. The public forum portion of Industry day is not appropriate for proprietary disclosures. •3. No agreements, promises or other commitments are made or implied by the Government or Contractors participating in Industry day. •4. The Government chairperson will acknowledge each speaker and attempt to provide equal opportunity and time to speak. Please allow others to express themselves without interruptions. •5. Questions will be answered to the best of the panel's knowledge of plans, desires, and general situation as it exists at this time. Please recognize that this project is in acquisition planning. •6. Contractor recommendations may or may not be incorporated into Government documents. •7. Discussions will not venture into classified information. Reminder: To ensure everyone has access to the same information, non-proprietary questions and answers will be recorded and placed on the web (FedBizOpps). General Information: This Industry Day notice will be updated to include the draft Performance Work Statement (PWS) on or about April 25, 2014. Amendments, if/when issued will be posted to the FedBizOpps page for electronic downloading. This will normally be the only method of distributing amendments prior to Industry Day; therefore, it is the interested parties' responsibility to check the website periodically for any amendments that may include additional draft documents. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the below. All answers will be provided in writing via posting to the web. In order to do business with the Government, interested venders must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register. Instructions for registering are on the web page. Location: The Denver Federal Center (DFC) is located adjacent to the foothills of the Colorado Rockies and is only minutes from downtown Denver. The Center houses 28 different agencies in 44 federal buildings, totaling four million square feet of rentable space, occupy the 623-acre campus. Refer to the attached map for the location of building 41. Visitor Access: The DFC is open to the public from 6 a.m. to 6 p.m., Monday through Friday, except federal holidays. Visitors must stop and show identification, (i.e., government ID or a driver's license) to enter. Please be prepared to present a valid driver's license and current vehicle registration at the gates: Gate 1 Gate 4 Location: Kipling and Alameda Open To: Employee/visitor/bus/delivery Hours: 6 a.m. to 6 p.m., Mon - Fri Location: Union and 6th Avenue Open To: Employee/visitor/bus Hours: 6 a.m to 6 p.m., Mon - Fri Background Information: DeCA has a requirement to maintain their commissary facilities through the award of Whole Facilities Maintenance Service contracts. DeCA's mission is focused on providing routine and mission-critical groceries and supermarket services to military men and women, their families, and military retirees. DeCA operates a large amount of mechanical and electrical equipment necessary to provide continuous, redundant environmental support which is required 24 hours per day, 7 days a week, 365 days a year. DeCA's operational goal is to provide this service regardless of geographic location. This requirement is to supply whole facilities maintenance services to approximately 265 DeCA locations including commissaries, cold storage, distribution, and administrative facilities in the United States and US Territories. The current DeCA Whole Facilities Maintenance contracts are in their last option year. The Government anticipates multiple contracts to be awarded under one solicitation for this requirement. It is GSA FAS's intent to award 8 contracts, one for each of the geographically divided maintenance groups, that include a 1-year base with four 1-year options. The estimated value is approximately $356 million, across all awards. RESPONSE: Interested parties that believe they possess the capabilities necessary to undertake this requirement and plan on attending the pre-solicitation meeting, should submit an email to the individual listed below. No phone calls will be accepted. Response is not mandatory for attendance, but highly encouraged due to meeting space limitations. Please send an email indicating your intent to attend no later than May 12, 2014, 2:00 pm MT via email to Steve Kane at Stephen.Kane@gsa.gov. Contractors who do not attend this Industry Day are not excluded from any resulting solicitation. Contractor Notification: This Industry Day is for information and planning purposes only, and does not constitute a RFP, and is not to be construed as a commitment by the U.S. Government to award a contract either now or in the future. No award will be made as a result of this Industry Day. All attendance and any information provided is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Industry Day.
