Description
This is an Unrestricted Procurement. This solicitation is anticipated to issue as a Request for Proposal (RFP), issued under NAICS code 237990, resulting in the award of a single, Firm-Fixed Price (FFP) contract. The Request for Proposal is anticipated to issue on or about 02 May 2014 and the Proposal Due Date is anticipated to be on or about 03 June 2014. The estimated value of this work is between $10,000,000 and $25,000,000. Proposals received in response to this solicitation shall be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value. The work will consist of furnishing all plant, labor, materials and equipment, and constructing/placing stone fill, placing stone cap on stone fill, stone bank paving, and longitudinal stone toe dikes. Principal features of the work include mobilization and demobilization, furnishing, delivering, and placing Graded Stone quote mark C quote mark, Graded Stone quote mark B quote mark, and R1500 Rip Rap, and grubbing and snagging for stone paving placement and environmental protection. Selection will be based on the following criteria, with non-cost factors being more important than price. The Technical Non-Cost Factors are: (1) Past Performance (2) Key Personnel and Project Management Plan and (3) Small Business Participation Plan; Cost Factor (4) Price. Factors 1 and 2 are approximately equal in importance and are significantly more important when compared to Factor 3. Factor 4 is significantly less important than Factors 1, 2, and 3. Factors 1, 2, 3, when combined, are significantly more important than Factor 4, cost or price. Factor 4, which is Price, may become more significant in contributing to the source selection decision if competing proposals offer comparatively equal Past Performance and Key Personnel and Project Management Plan and due consideration is given to Small Business Participation Plan (SBPP). These evaluation factors are subject to change. Any changes to the evaluation factors will be shown in the solicitation. The solicitation shall include a detailed list of evaluation factors, including elements, and shall provide instructions for proposal requirements and the basis for award. Plans and specifications will be available on the Federal Business Opportunities (FBO) Web Page at http://www.fedbizopps.gov/. Interested parties may register on the Interested Vendor's List (IVL) at http://www.fbo.gov/ and retrieve an IVL from the same location. Compact disc and hardcopies will not be available. Check often for changes (AMENDMENTS). Issue date on or about May 2, 2014. Proposal due date on or about June 03, 2014.
