********As of 16 April 2014, this solicitation has been extended from Friday, 25 April 2014 to Friday, 2 May 2014 at 2:00PM EST. The deadline for all questions has also been extended to Monday, 28 April 2014 at 2:00PM EST. *******As of 08 April 2014, the solicitation is amended to add additional Questions and Answers under amendment 0003 in the attached document. Attachments can be found under the additional documentation section. Additional requested Questions and Answers will be posted as soon as they are provided. The deadline for questions/inquiries and the deadline for proposal submission remain unchanged. All other terms and conditions remain unchanged. ***As of 04 April 2014, the solicitation is amended to add a Questions and Answers document, found under the additional documentation section. Additional requested Questions and Answers will be posted as soon as they are provided. The deadline for all questions is 2:00 PM EST Monday, 21 April 2014. This solicitation has also been extended from 17 April 2014 to 25 April 2014. Quotes must be electronically submitted via email to Bruce.A.Helms@usace.army.mil, no later than 10:00AM, EASTERN STANDARD TIME, 25 APRIL 2014. **Solicitation is posted on March 20, 2014. Proposal due date/time is Thursday, April 17, 2014 at 2:00pm EDT. Site visit and technical information can be found in the solicitation attachment.** The Army Corp of Engineers Wilmington District intends to issue a solicitation for Operation and Maintenance services at the Philpott Lake Project in Bassett, Virginia. The Philpott Project is located in the foothills of the Blue Ridge Mountains in Virginia with nearly 600,000 visitors annually. The Philpott project has over 6,000 acres of surrounding land, 3,000 acres of water, and a power plant make which encompass portions of Franklin, Henry and Patrick counties of Virginia. The Contractor will be responsible for and will provide all planning, programming, administration, management, supervision, maintenance of accurate and complete records and files, quality control inspection, personnel, materials, supplies, parts, tools, equipment and vehicles, except as otherwise provided, necessary to operate and maintain Government owned facilities and equipment for the Philpott Lake Project. The solicitation will be issued on or about 20 March 2014. The anticipated pre-proposal conference/site visit will be determined at a later date. The solicitation is 100% set-aside for Section 8(a) Small Businesses as determined by the Small Business Administration. It is the Government's intent to award a Firm Fixed Price contract. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $35,500,000. A fixed price contract will be awarded for a base period of one year with four (4), one (1) year options. There is no guarantee that options on the follow-on years will be exercised. Any award to be made from the upcoming solicitation will be based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance, and Price. Technical and Past Performance are both equally important. The Technical factor is comprised of two (2) sub-factors: Soundness of Approach and Management. Soundness of Approach is more important than Management. Technical and Past Performance, when combined, are significantly more important than Price. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) at www.sam.gov. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the FedBizOpps website at http://www.fbo.gov. Paper copies will not be available. No telephone, faxed or mailed requests will be accepted. Those registering are responsible for the accuracy of the information on the website. Registration must include the firm's physical address, telephone number, a valid fax number and a point of contact. All notifications of changes to this solicitation shall be made through the FedBizOpps website. Therefore, offerors who have registered are responsible for reviewing the FedBizOpps website as necessary for any posted changes to the solicitation.
