Description
DRAFT Statement of Work SOURCES SOUGHT NOTICE for Engineering and Technical Support Services Capability Statements - This sources sought announcement is being issued for the purpose of identifying those SeaPort small business primes in Zone 3 (Mid-Atlantic Zone) with the appropriate expertise interested in responding to a formal solicitation. Small business SeaPort-e prime contractors are invited to submit capability statements. A set-aside decision will be announced on or before the release of the solicitation. Scope - The Naval Surface Warfare Center, Carderock Division (NSWCDD) Signatures Division (Code 70) is seeking sources to Towed Array Test Equipment, Towed Array Calibrations and Ship Signatures support. The objective for this procurement is to obtain expert technical support in the areas of: 1. Towed Array Test Equipment Sustainment and Modernization 2. Towed Array Calibrations and Technical Design Agent Support 3. Shipboard Systems Design, Application, Fabrication and Implementation 4. Submarine and Surface Ship Effectiveness 5. Signature Trials Support 6. Information Assurance Certification Support 7. Open Systems Architecture Strategy and Business Innovation Initiative Support 8. Program Analyst Support Incumbent - The engineering and technical support services are currently being performed under SeaPort-e Task Order (TO) No. N00178-04-D-4080-FD01 by ManTech Systems Engineering International (CAGE Code 2U954) which is located at 12015 Lee Jackson Highway, Fairfax, VA 22033. Contract Type - A performed based Cost-Plus-Fixed-Fee (CPFF) SeaPort-e TO is anticipated. This requirement will be awarded based on best value evaluation criteria. Period of Performance - The performance period will span three (3) years and include a based period of 12-months and two (2) 12-month option periods. Performance is anticipated to begin 1 October 2015. Hours - It is anticipated 20,750 man-hours of technical support will be needed in the base period of 12 months and for each of the two 12-month option periods for a total of 62,250 man-hours. Capability Statements Limitations - Capability statements shall not exceed five (5) pages and shall include the following items: (1) Title of the Statement of Work (SOW) you are applying to and a description of the offeror's capabilities relating specifically to Section 2.0 - Scope of Work of the attached draft SOW. Relevant experience and understanding of the tasks for which this acquisition will support shall be specifically addressed; (2) Company profile including the Data Universal Numbering System (DUNS) number and current business (i.e. small or large) status. All applicable categories of small business (i.e. Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBzone), 8(A) Business Development (8(A)), Woman Owner Small Business (WOSB) or Small Disadvantage Business (SDB)) shall be included; (3) Specific qualifications, capabilities, and experience of the contractor's personnel available to support this effort, including the personnel's security clearance level. Identify whether individuals are employees of the offeror or of a planned team member (i.e. subcontractor). If a planned team member, please supply the name of the individual team members or company's name; (4) A description of the offeror's ability to meet each of the mandatory requirements; (5) Specific past performance on same or similar size and scope of work inclusive of performed by the offeror as a prime contractor within the past five (5) years. A description of the services provided, the dollar value and contract / order number shall be included; (6) An existence statement of the offeror's Defense Contract Audit Agency (DCAA) approved accounting system for cost-type contracts / orders or evidence of the ability to obtain a DCAA approval by the proposal due date; (7) Any potential subcontract/consultant arrangements being considered. If subcontracting is contemplated, the capability statement shall contain sufficient information concerning the planned subcontracting/consulting arrangements to assure the Government that the limitations of Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations of Subcontracting, can be met for each contract period/order period. The limitations require that at least 50% of the cost of contract performance incurred for personnel will be expended for employees of the prime contractor. Cost of performance includes: a. Direct labor costs; b. Overhead that has only direct labor as its base; c. Small business' General and Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. Seaport-e does not permit Joint Ventures (JV); and (8) A Statement regarding capability to obtain the required security clearances for personnel. Responses - Responses shall be in an electronic format and received no later than 2:00 PM EST on 2 May 2014 via e-mail to the NSWCCD's Contracting and Acquisition Department (Code 40) Point of Contact (POC) of: Christine Mitchell Contracting Officer (CO) E-mail: christine.i.mitchell@navy.mil. No exceptions to this receipt deadline or format will be granted under any circumstances. No telephone or mailed responses will be accepted. No contractor response received after the advertised due date and time will be accepted.
