- Description
- The Robley Rex VA Medical Center in Louisville, Kentucky has a requirement for a contractor to furnish Employee Assistant Program. Work includes but is not limited to the purpose of which is to offer resources in the prevention, early recognition, and resolution of work-related problems, traumatic incidents, substance abuse, mental illness, marital or family problems, grief, stress and impact of chronic illness, and financial or other personal problems, that may have a detrimental effect on the employee's work conduct and/or performance. According to the statement of work and solicitation which will be available for download on www.fbo.gov on or before May 1st 2014 NAICS Code 541612 is applicable to this requirement. The small business size standard is $14M. This requirement is being set-aside for SDVOSB concerns, all potential offers should take note of the following : 1. Be effective and efficient, and, based on the best available professional practices; 2. Be provided within a safe, secure, and confidential environment; 3. Maintain clear and open lines of communication with stakeholders; 4. Treat clients equitably while demonstrating flexibility in meeting their needs; 5. Allow clients appropriate control over their own care; and 6. Provide continuity of care to help clients achieve their goals. The EAP must embrace OPM's guidelines, and incorporates them into service delivery. (a) The apparently successful offeror, must be listed and viewable in the Vendor Information Page located at www.vetbiz.gov at the time of offer submission. (b) This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Business concerns under the authority of 38 U.S.C. sections 8127(d). Only verified Service Disabled Veteran Owned Small Businesses (SDVOSB) firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB's in accordance with VA Acquisition Regulation (VAAR) 819. All SDVOSB's must apply for and receive verified status in accordance with 38CFR Part 74 and be listed in Vendor Information Pages (VIP) prior to offer submission and before an award is made. Vendors that are not verified and viewable in the VETBIZ database at the time of submission of offer or at the time of award shall be determined as "to not be an interested party" and its offer will not be considered. The Center for Veterans Enterprises (CVE) is the responsible agency for veteran verification status. ( c ) All offerors are further advised that as a result of this requirement being a service contract, set -aside for SDVOSB concerns, that a minimum of 50% of all labor required to perform the contract requirement must be from the SDVOSB contractor or as a combination of the prime SDVOSB contractor and their SDVOSB subcontractors. The potential successful offeror will be required to submit written evidence to the Contracting Officer demonstrating how they intend to meet the minimum self-performance requirement prior to an award being made.
