Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of VA Roseburg, Oregon Healthcare System, is currently requesting information in order to determine the existence of viable commercial sources capable of providing a Radiation Safety Officer at the Roseburg Veteran Affairs Medical Center. The intended contract period of performance is for a base year plus one (1) one-year option periods (two years total). Description of Services: The Radiation Safety Program which is required for the Roseburg VAMC must have a Radiations Safety Officer (RSO) to oversee the safe use of radiation at the medical center as required by 10 CFR 35.24(b) (http://www.nrc.gov/reading-rm/doc-collections/cfr/part035/part035-0024.html). The RSO must meet certain criteria to be named on the hospital's radioactive material license. The criteria include experience in a similar position and/or having been named an RSO on another similar license (medical-use radioactive license). The purpose of this contract is to provide tasks as required of a RSO in administering a broad scope of the use of radioactive materials per: The National Health Physics Program (NHPP) (http://www.patientcare.va.gov/NHPP.asp). This program provides regulatory oversight for the Nuclear Regulatory Commission master materials license issued to VHA to include permitting for use of materials, on-site inspections, and investigations of allegations, medical events, and incidents. The contractor shall comply with applicable Federal, State, and local laws, regulations, codes, technical manuals, and recommendations, and acceptable commercial practices in the delivery of required services. The NAICS code assigned is: 541690, Other Scientific and Technical Consulting Services and the small business size standard is $14.0 million. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
