- Aircraft cleaning compound must be on the qualified product list that is attached here. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 325611, Soap and other detergent Manufacturing with a corresponding small business size standard not to exceed 750 employees. This acquisition is 100% set aside for small business concerns. The 439 th Airlift Wing requires 3000 gallons of Aircraft Wash Compound, Mil-PRF-87937, type IV, NSN 6850-01-506-7706. The aircraft wash compound will be delivered in one shipment to Westover Air Reserve Base, Chicopee Massachusetts. The cleaning compound must be listed on the qualified product listing which is attached to this posting. All quotes will be considered. Any resultant award will be made to the lowest priced offeror providing a technically acceptable offer.The Government anticipates a firm fixed price contract. The following Federal Acquisition Regulations (FAR) and its supplements (DFARS and AFFARS) provisions and clauses apply to this acquisition; 252.204-7004, Required Central Contractor Registration, 52.212-1, 52.232-33 Payment by Electronic Funds Transfer, and 252.232-7003, Electronic Submission of Payment Requests. All prospective contractors must be registered in the System for Award Management (SAM), formerly known as Central Contractor Registration (CCR) in order to be eligible for award. IMPORTANT INFORMATION FOR CONTRACTORS: Any award resulting from the solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under the DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement.
