Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit for data acquisition equipment manufactured by National Instruments (NI) of Austin, TX. The National Instruments' software license is by the brand name of LABVIEW Developer Suite, English, Catalog #779601-35; quantity of 19 non-concurrent licenses. Software must be consistent for functionality and compatibility to support graphical programming among the NSWCCD engineers. The applicable NAICS code for this requirement is 511210 and the business size standard is $35.5 million. The proposed action is being solicited on a sole-source basis to National Instruments of Dallas, TX. The proposed action is for the procurement of supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restriction competition is for the following reasons: NI Labview software license is suited for numerous measurement or control systems the NSWCCD deploy around the U.S. NI Labivew has a wide range of toolkits and libraries for the development of applications. The NSWCCD intends to award a firm, fixed-price purchase order to NI using Simplified Acquisition procedures. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
