Description
Request for Information (RFI) - Security Assistance and Foreign Military Sales (FMS) Technical Assistance Contracting Activity: The Army Contracting Command - New Jersey at Fort Dix is the procuring activity for this action. Description of Action: This effort will provide contractor technical assistance to the PEO EIS FMS staff in the following task areas: Program/Project/Product Management Business Process Reengineering (BPR) Information Systems Security Contingency Planning Physical Security Enterprise Design, Integration & Consolidation Systems Operation and Maintenance Integrated Logistics Support The required assistance includes management of the Integrated Master Schedule (IMS), budget actions, project control, quality assurance, assistance to the Government Contract Officer Representatives (COR) for each FMS Case, as well as interface with Combatant Commands, other PEOs, and Headquarters elements. This procurement will provide for two Full Time Equivalents (FTEs) to provide technical assistance to the PEO EIS Staff at Ft. Belvoir, VA. These personnel must have experience in FMS, including Pre-Letter of Request (pre-LOR), LOR, Letter of Offer and Acceptance (LOA), contracting, and sustainment; Acquisition; and the knowledge and experience to interface with staffs from Combatant Commands (COCOMs), Defense Security Cooperation Agency (DSCA), Deputy Assistant Secretary of the Army for Defense Exports and Cooperation [DASA (DE&C)], U.S. Army Security Assistance Command (USASAC), and Security Assistance Management Directorate (SAMD). Personnel may be required to travel within and outside the Continental United States (CONUS) to support the FMS activities as the security assistance progresses throughout the life cycle of each FMS Case. This includes PEO EIS forward elements in Germany and Kuwait. There may also be a need to travel to selected security cooperation offices within a Combat Command's area of responsibility. Of necessity, it will include interface, to assist U.S. team members, with Ministry of Defense contemporaries in the respective countries receiving FMS support. Additional (optional) contractor personnel FTEs may be required to provide on-site assistance in Germany and Kuwait for selected FMS Cases Contractor personnel must be familiar with the products and services provided by the PEO EIS Program Managers/Product Managers/Project Directorates, and must possess experience in U.S. security cooperation and security assistance, and working within the Department of Defense Security Cooperation Agency (DSCA) program elements, Task 1(PE 1) - Support Foreign Military Sales: Interface with foreign Governments, as required by the Combatant Commands to assist with primary work in the Pre-Letter of Request (LOR) core function, and accounting for resources to identify and generate FMS solutions. This includes work to identify defense requirements, purchases and participation in US programs involving acquisition, logistics, development, life cycle support, and training. Task 2 (PE 10) - Letter of Offer and Acceptance (LOA) Development: Assist U.S. efforts to work with various Governments to identify the defense articles and services which will be provided to the respective Government. Engage with and assist the foreign Government representatives to ensure that all terms and conditions are accurate and fully acceptable to both Governments. This covers most work in the quote mark Case Development quote mark core function; to gather information and then prepare and produce documents such as LOA's, Pricing and Availability (P&A), LOI's, as well as the implementation of LOA's. Task 3 (PE 13) - Acquisition: Assist all FMS acquisition, scheduling, and budget activities. FMS Cases require close involvement with the partner country to ensure we deliver the full scope of the LOA. Included is planning, preparation, solicitation, contract negotiations, contract award and contract administration associated with the acquisition phase to the accomplishment of tasks and services associated or in support of Security Assistance. This also includes routine financial management of FMS procurement cases, and ongoing reconciliations up to six months after material or services complete. The contractor shall provide assistance in the following areas: Updating the Integrated Master Schedule (IMS) to include actions required for each PEO EIS FMS case Financial management of FMS Cases that the PEO EIS FMS staff supports, to include monitoring all budget activities to encompass validating accuracy of Standard Operation and Maintenance Army Research and Development System Accounting (SOMARDS) and General Fund Enterprise Business System (GFEBS) data Establishing and monitoring performance parameters for each FMS Case Prepare the PEO EIS FMS Monthly Execution Report. The report shall be provided by the 5th business day of each following month. The report shall include actual expenditures for the previous month in the format required by DSAS (DE&C). Prepare the PEO EIS FMS Quarterly Travel Report. Provide by the 5th business day of the month following each fiscal quarter. The report shall consist of FMS funded travel obligations for the upcoming quarter in the format required by DASA (DE&C). Prepare the PEO EIS FMS Quarterly Obligation Plan. Provide the Plan by the 5th work day of the month following each fiscal quarter. The plan shall be updated to correspond with expected expenditures and presented in the format required by DASA (DE&C). Prepare the PEO EIS FMS Annual Obligation Plan. Provide the Plan by the 5th work day of the month prior to the new FY. The plan is the annual POM/Budget Cycle submission as approved by the Government Lead and in the format required by DASA (DE&C). In response to LOAs: Perform site survey Build Bill of Materials Assist in preparation of back-up documentation required to support Request for Proposal Participate on Source Selection Evaluation Board as an advisor/subject matter expert, if required In response to awarded contracts: Evaluate contractor effectiveness Perform Quality Assurance (QA) duties Task 4 (PE 15) - Logistics Coordinate site survey criteria and schedules, identify transportation methods, ensure configuration management and technical databases are established and accurate, identify operational issues, establish required technical libraries required to sustain the solution implemented, ensure availability of service desk where required, provide warranties for hardware, software or system installed, identify end-of-life actions. There may be requirements for long term travel to an OCONUS customer location to provide a U.S. presence. Task 5 (PE 23) - Headquarters Functions: Coordinate current and potential cases with U.S. European Command, U.S. Africa Command, U.S. Central Command, U.S. Southern Command, U.S. Pacific Command, other PEOs, and DASA (DE&C). This includes policy, customer liaison, manpower, strategic planning, legal, and management. Task 6 (Optional) - General Support In Germany: This optional task will be implemented in Stuttgart, Germany. The assistance required from the contractor in Germany will include the scope of Tasks 1 - 5. The Government will require one FTE that possesses a Secret Clearance. Task 7 (Optional) - Support to Kuwaiti FMS Implementation: This optional task will be implemented in Kuwait City, Kuwait. This task includes duties in Tasks 1-5 above and also includes serving as in-country interface between the Kuwaiti Armed Forces and U.S. stakeholders in the Kuwait FMS Case which PEO EIS is involved with. Technical assistance will be provided at Kuwait City, Kuwait. The Government will require one FTE that possesses a project management, engineering, and FMS background to ensure that PEO EIS provides support to the Kuwaitis, in accordance with the LOA for FMS Case KU-B-UKK. NAICS 541611 Place of Performance: The primary place of performance for this effort is the Government Site at Building 1445, Ft. Belvoir, VA, Government site at Stuttgart, Germany for Optional Task 6 and a Kuwait Government site at Kuwait City, Kuwait for Optional Task 7. Travel will be required in accordance with Joint Travel Regulation (JTR), U.S. Army Form Pamphlet (PAM) 715-16 and Army Regulation (AR) 715-9. Period of Performance: May 1, 2014 through April 30, 2015 Security requirements: Ability to obtain a Secret Clearance, Technical Expert Status Accreditation to include the appropriate Skill Set, Education, Qualification, and Certification. This Market Research is solely for Government planning purposes to determine availability of Technical Assistance services support to meet the Government's needs. This Request for Information (RFI) shall not be construed as a Request for Quote (RFQ) and shall not be construed as a commitment by the Government.
