- Amendment 2 VA248-14-Q-0759 Home Oxygen Delivery Services The purpose of this amendment is to post the questions and answers received regarding the subject solicitation. Solicitation Questions and Answers Q1: Can you clarify what equipment and services are specifically going to be provided / performed by the VA? A1: Equipment supplied by the VA is H tank stands and H tank regulators and all travel oxygen tanks (M4, M-9, M-E) for our patients. All education on initial set-ups of Liquid will be done by the VA HRCP (Home Respiratory Care Program). Q2: Reference Para 3.1, it is customary in the Home Oxygen industry that small businesses utilize a National Gas Company to supply the Liquid Oxygen. It is much more economical to the end user to do it this way. Additionally, we consider this National Gas Company as a supplier or vendor, similar to our provider of fleet vehicles, not as a subcontractor. To keep costs down, we encourage you to allow the small businesses bidding this contract to utilize a supplier or vendor for the Liquid Oxygen portion of this contract. A2: The winning contractor may use any vendor to obtain their liquid supply. However, the winning contractor shall only use their own employees for all deliveries to patient homes and to the VA warehouse conducted under the resulting contract. No deliveries to patient homes or to the VA warehouse shall be made by a different contractor's employees. In other words, the drivers/technicians providing the actual oxygen delivery services must be employees of the winning contractor. Q3: Reference CLIN 0001: Please clarify how many veterans/patients are currently using a liquid system. A3: There are 42 patients currently on liquid. Q4: Reference CLIN 0007: Average tank refills at VA warehouse. This is an estimated quantity. Question: What tanks are you referring to? A4: M-4, M-9, M-E. Q5: I see that you want the bid to be sent electronically to William.hilliard@va.gov. Do you want any hard copies sent anywhere? If yes, by when? A5: Offers should be completed and submitted electronically as detailed in the solicitation. No hard copies should be sent. Q6: The bid is for one year with one six month extension. Are there any terms and conditions that the bid could be extended longer than that? A6: The period of performance is as indicated in the solicitation and no further extensions are planned at this time.
