Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP) referencing solicitation number W912L6-14-T-0002. This acquisition is unrestricted utilizing NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with the small business size standard being $30 million. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. This requirement is subject to availability of funding per FAR 52.232-18. General Information: The USPFO for OKLAHOMA intends to enter into a rental agreement for an asphalt paving machine and associated service support requirements described in the below Performance Work Statement. Please provide price quotation in the following format: CLIN 0001: Rental of asphalt laydown equipment for a period of 14 days (31 May 2014 through 13 June 2014) CLIN 0002: Transportation of unit to/from Camp Gruber CLIN 0003: Maintenance, repair, and fuel (if applicable) support for all rental equipment for the duration of the rental period. (see submission of proposal section below for other requirements of the proposal package) Performance Work Statement: Rental and maintenance/repair services of Asphalt Equipment for the 1120th EN DET (Asphalt TM) 1. Timeframe: 31 May - 13 June 2014; Deliver equipment NLT 1200, 31 May 2014 and pick-up no earlier that 0700 on 13 June 2014. 2. Delivery location: Camp Gruber Training Center, Braggs, OK 74423 3. Equipment Type: QTY 01 ea - Paving Machine, Bituminous, (Military LIN: N75124 or Z01356) or a commercially equivalent model such as the following: Ingersolli-Rand 780T, Cat 1050B, Cedar Rapids 461. 4. Equipment Specifications, Capabilities and Features: Specifications: a. Diesel engine (JP-8) powered hydrostatic propulsion system provides power to rubber padded steel crawler tracks. b. Multiple disc brakes engage automatically in the event of pressure loss or electrical failure. c. Moveable operator control console provides operator with fingertip command of paving machine functions. d. Hopper is independently hydraulically-operated to maintain material supply. e. Hydrostatically driven conveyor system is a high capacity, dual conveyor feeder system with variable speed control. Conveyors reverse direction to un-jam conveyor chain. f. Heavy-duty 4.82 in. (14, 8 cm) pitch crawler track. Undercarriage features low maintenance components. Hydraulic track adjusters, consisting of the track tensioning cylinders and accumulator, maintain track tension and impact relief. Each track can be counter rotated. g. Hydraulically extendable vibratory screed provides a high degree of material compaction. h. Box type screed frame structure provides maximum rigidity to screed plates. i. Tractor tows screed with two vertically adjustable floating tow points. j. Screed is furnished with left and right side screed crew control boxes. Capabilities: a. Maximum paving depth of 8 in. (20, 3 cm). b. Paving width is 8 ft (2, 4 m); hydraulically extendable to 14 ft (4, 3 m); bolt-on screed and auger extensions increase paving width to 16 ft (4, 9 m). c. Hopper capacity is 7.4 tons (6, 7 metric tons) of paving material. d. Maximum paving grade is 15%. e. Maximum side slope paving angle is 12. f. Maximum speed: Paving: 135 fpm (41, 2 m/m) Traveling: 3.2 mph (5, 1 kph) Features: a. Paving width decreases to 6 ft (1, 8 m) with the use of bolt-on cutoff shoes. b. Operator control console is mounted on a guide shaft allowing the control console to be positioned from side to side on the paving machine. c. Operator control console and screed crew control boxes have protective covers. d. The paving machine has easy access panels. 5. Services: a. Contractor will be responsible for keeping the equipment in good working order during the term of the rental. The contractor will provide any necessary maintenance and/or repair support for all rental equipment for the duration of the rental period. Maintenance support will include completing all necessary incidental repairs to the rental equipment during the rental period (parts/labor), providing any necessary parts for repair, and providing any/all oil and lubricants for daily operation. (Note: JP-8 fuel will be provided by the government. If JP-8 is not an acceptable fuel, then contractor will provide fuel for rental equipment). b. Contractor will provide transportation for rental equipment to/from Camp Gruber Training Center to include unloading/loading upon arrival/pick-up. c. Contractor will provide a minimum of a hour operator instruction and orientation to the asphalt laydown machine. Contractor will also provide the unit with a hard copy or electronic copy of the operator's manual. d. Contractor is solely responsible for providing equipment that is in good working order. Any maintenance or repairs will be promptly addressed to ensure no more than 24 hr equipment downtime occurs during the rental period. Set Aside: This acquisition is being solicited on an unrestricted basis. Eligibility for Award: Contractors must have a current registration in the System for Award Management (SAM) at https://www.sam.gov as of the date of award to be eligible for award. Contractors must maintain a current registration in SAM for the duration of the rental contract to facilitate disbursement of payments. Vendor shall ensure all representations and certifications are current in SAM as a condition of award. Evaluation: Evaluation of proposals and award will be made on an all or none basis using lowest price technically acceptable (LPTA). All rental services offered shall meet or exceed the requirements and specifications set forth in the PWS. Offers that exceed funds availability (when and if available), do not meet minimum technical specification requirements and capabilities set forth herein, or fail to address one or more requirements of the PWS will not be considered for award. Amendments to the Solicitation: All amendments to the Solicitation will be posted to FEDBIZOPPS. It is the responsibility of the interested parties to review the FEDBIZOPPS site frequently for any updates, amendments, and quote mark Questions and Answers quote mark in regards to this RFP. No individual notification of any amendments will be provided. Submission of Proposals: The Government anticipates making award without discussions if funding becomes available. Therefore, Offeror should submit their best and final offer to include alternate proposals. The Government reserves the right to make an award solely on initial proposals received when funding becomes available. The Offeror shall provide the manufacturer, model and technical specifications of the laydown machine that will be delivered as well as articulate how the repair, maintenance, equipment operator instruction, and other service requirements will be achieved during the rental period. Offerors bear the burden of ensuring that proposals (and any authorized amendments and samples) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the proposal must reach the office before the deadline specified in this solicitation. The vendor bears the risk of non-receipt of mailed or electronically transmitted proposals and should confirm receipt. Late or incomplete proposals will not be considered. Deadline for Submission of Proposals: All proposals are due NLT April 29, 2014 at 1:00 p.m. CST by mail, email, or submission through FEDBIZOPS.
