Proposals must be received electronically on or before the closing date and time stipulated above to provide the services and deliverables specified in the attached RFP. Proposals must be sent via e-mail attachments to Kabul-oaa-oag-team@state.gov by the closing date and time, and must conform to all requirements outlined in the RFP. USAID reserves the right to award the contract subject to availability of funds. USAID contemplates award of a Cost-Plus-Fixed-Fee (CPFF) completion type contract. The estimated cost of the contract (costs and fee) is between $19-23 million for a performance period of five years. Any questions related to this RFP must be submitted by email to Milly Warobi at mwarobi@state.gov with a copy to Maychin Ho at Mho@state.gov and to Kabul-oaa-oag-team@state.gov no later than May 1, 2014, 2014, 12:00 PM Kabul time. Answers will be provided to all interested parties by May 8, 2013. No questions will be accepted after this date. Please note that this requirement has changed significantly from the pre-solicitation notice No. SOL-306-14-000017 posted in FBO.GOV on December 10, 2013. All potential offerors are advised not to make any reference to the said notice during the preparation of their proposals. This request in no way obligates the USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of your proposal. USAID reserves the right to award all or none of the Contracts contemplated herein, subject to the availability of funds. Thank you for your interest.
