Description
The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Ascend Worldwide to provide access to the Ascend Online Fleets Database (AOFD) plus other optional databases (helicopter, business turboprop, and APU databases) under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The Ascend Online Fleets Database (AOFD) will provide frequent updates for all aircraft types and engines which is accessible from any personal computer anywhere in the world. The database enables the user to query or calculate results on the fraction of the fleet that an aircraft or engine represents. AOFD tracks new orders, new builds, deliveries, sales, lease events, and airframe/engine conversions. AOFD uniquely captures any event which impacts the aircraft/engine variant including airline fleet plans for retirement and acquisitions. Such fleet plan information is critical to understanding how new standards would affect an aircraft and its engines, subsequently impact an airline, airframe manufacturer, and engine manufacturer. Ascend Worldwide is the only online product that meets the needs of the government by providing quick access to the level of detail to precisely track aircraft and aircraft engine variants of over 400,000 different aircrafts. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing information on all aircraft types and engines may submit technical documentation to establish their capability. Such documentation must be submitted to the Point of Contact within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Gerold Young II via e-mail at young.gerold@ epa.gov. Telephone responses will not be honored.
