Description
The Government intends to solicit and negotiate on a sole source basis with Rotronic Instruments Corp, 135 Engineers Road, Suite 150, Hauppauge, NY 11788, for the following requirement: The requirement is intended to provide eighty (80) HC2-S3 Humidity Probes, and eighty (80) E3-02XX-ACT 2m External Cables, for NOAA, National Data Buoy Center, Building 3203 Stennis Space Center, MS 39529. Solicitation number is 14-01623. Time of delivery is thirty (30) days after receipt of order. Deliver to NOAA, National Data Buoy Center, Building 3203 Stennis Space Center, MS 39529. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The Product Service Code (PSC) for this is 6660 The associated North American Industry Classification System (NAICS) code is 334513 which has a corresponding size standard of 500 employees. The government intends to award a firm-fixed price purchase order for this requirement using FAR 13 Simplified Acquisition procedures current through FAC 2005-72. The NDBC uses the Rotronics MP100/101A Humidity Probe as the main sensing element in the humidity sensor assembly currently in use on most buoy stations. The HC2-S3 probe is to be the replacement for the MP101A probe which was designed so that it does not suffer water intrusion and corrosion to the same extent as the MP101A. As a result of testing, the NDBC mission control center submitted reports indicating that the HC2-S3 produced equivalent relative humidity and air temperature outputs as the previous sensors. Based on these findings, the NDBC is using the HC2-S3 on Tropical Atmosphere Ocean Array (TAO) stations and Weather stations. The selection of the Rotronics MP101A and the HC2-S3 probes reduces sparing levels and costs as these probes can be shared among programs. Automated tests have been developed specifically for these sensors to reduce NDBC Calibration Laboratory Labor. The selection of an alternative relative humidity and air temperature sensor would result in extensive laboratory and field testing before it could be used on an operational station. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 3:00 PM EDT April 25, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
