Description
Voice Conferencing System Past Performance Questionnaire Voice Conferencing System Requirements Document Voice Conferencing System CDRLs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement issued as a request for proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being synopsized as a competitive Small Business set-aside acquisition under the North American Industry Classification System (NAICS) code 334290, Size Standard 750, PSC code 5895. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DOD contract. This may be accomplished electronically at http://www.sam.gov. The Naval Air Systems Command Aircraft Division (AIR-2.5.1.11), Patuxent River, MD 20670 announces its intention to procure a Voice Conferencing System for use in open air flight tests at the Atlantic Test Ranges. The system's primary function is to give flight test personnel the ability to exchange voice communications during test flight missions, regardless of their physical location or the type of communication equipment that is being used. The Voice Conferencing System (VCS) will provide a central conferencing capability and provide end-users with devices that can communicate on multiple voice conferences simultaneously. The VCS will be able to interface with a variety of Commercial Off-The-Shelf (COTS) communication devices including UHF/VHF Radios, telephone lines, T1, voice recorders, etc. The VCS will provide voice conferencing services for all connected communication equipment, bridging the gap between dissimilar communication devices. VCS will be capable of conferencing both classified (RED) and unclassified (BLACK) audio traffic. Individual voice conferences will be highly configurable and must be tailored to meet the needs of individual customers. Contract Type: It is anticipated that the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) type contract will be issued. A five 5-year ordering period is expected upon award. Requirements: NAWCAD has a requirement for: CLIN 0001- Core VCS Components, 2 qty; CLIN 0002- VCS Administration, 5 qty; CLIN 0003- End Instruments, 330 qty; CLIN 0004- Miscellaneous Equipment, 165 qty; CLIN 0005- Spares, 20 qty; CLIN 0006- Installation, 1 lot; CLIN 0007- Training, 1 lot; CLIN 0008- Testing, 1 lot; CLIN 0009- Maintenance, 1 lot; CLIN 0010-Data, 1 lot NSP. See attached Requirements Document, CDRLs, and Past Performance Questionnaire. SUBMITTAL INFORMATION: The Government requests that interested businesses submit to the Contracting Office at NAWCAD, Patuxent River, Maryland, a proposal package for the requirements listed above. The proposal shall demonstrate the company's ability to provide all of the supplies and services in the attached Requirements Document. This document must address, at a minimum, the following: 1) Past performance efforts of similar size and scope within the last 3 years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the Requirements Document. Provide past performance information by utilizing the attached Past Performance Questionnaire. 2) Company profile to include number of employees, annual revenue history, office location(s), DUNS number and CAGE code. Identify which socioeconomic factors, if any, apply for your company, (e.g. SDVOSB, 8(a), HUB, SDB, W/O, VO, MO, etc.). 3) Indicate if the products described herein are Commercial Items or Commercially available off-the-shelf (COTS) items as defined by the FAR 2.101. 4) Responses must be sufficient to permit agency analysis to establish bona fide capability to meet requirements. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government will award in accordance with FAR part 12 on a best value basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, etc. 5) Site Visit: The government will be holding a site visit for this procurement. This visit will be held at the Atlantic Test Ranges facility and will provide bidders an opportunity to view the site spaces, and ask any questions about the procurement. Interested companies will be limited to a maximum of two (2) attendees/participants per company and must provide the representatives' name(s) and telephone number(s) to Tonya Lakner via email: tonya.lakner@navy.mil by COB 28 April 2014. Site visits will take place on 6 May 2014. All prospective vendors are responsible for all costs associated with this site visit. 6) Vendor Demonstrations: Each vendor shall perform a hands-on demonstration for the government, as part of the proposal package, in addition to the written submission. This demonstration shall include the administration console, scaled-down core equipment, one external radio interface port, and at least one of each type of end instrument (Weather hardened, Compact, Desktop). The audience of the demonstration includes users and maintainers. Demonstrations will be limited to 2 hours each. Demonstrations will be scheduled by the Government and the offeror will receive notification specifying the date and time of their demonstration. Companies will be limited to a maximum of three (3) attendees/participants per company and must provide the representatives' name(s) and telephone number(s) at time of proposal submission. Vendors are responsible for all costs associated with the demonstration. There is no commitment by the Government to make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. All data received in response to this notice, marked or designated as corporate or proprietary, will be fully protected from release outside the government. The proposal package may be sent by mail to NAWCAD Contracts, Attn: Tonya Lakner, Code 2.5.1.11.5, Building 441, Naval Air Systems Command, 21983 Bundy Road, Patuxent River, MD 20670. Include (2) two hard copies and a CD containing the proposal package separating the cost section of the proposal. Ensure the Subject Line reads: N00421-14-R-0030 - "Company Name". Submissions must be received at the NAWCAD office cited no later than 2:00 p.m. Eastern Time on 29 May 2014. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number and email address. The provision at 52.212-1, Instructions to Offerors - Commercial Items, (June 2008) is incorporated by reference and applies to this acquisition and any addenda to the provision. The provision at 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical; Past Performance; Price. Technical and Past Performance, when combined, are Significantly more important than Price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Alt 1, Offeror Representations and Certifications -- Commercial Items (Nov 2013), with its offer. FAR 52.247-34 F.o.b.-Destination (Nov 1991) is incorporated by reference and applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2008), is incorporated by reference and applies to this acquisition and any addenda to the clause.
