- NASA Goddard Space Flight Center has a requirement to continue work under the Geophysics, Geodynamics and Space Geodesy (GGSG) Scientific Support Services Contract, NNG11HP14C, with Stinger Ghaffarian Technologies (SGT). This contract supports a wide array of geodynamic, geomagnetic, and atmospheric investigations of solar system bodies such as the Earth, Venus, Mars and Mercury. Among the requirements for these investigations are: instrument development; software development and maintenance; data collection, archiving and dissemination; scientific data analysis, modeling and interpretation; reports and presentations of scientific results; public outreach and education and associated technical and administrative work. NASA intends to award a sole-source contract modification to the incumbent, SGT pursuant to 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source in support of NASA GSFCs Sciences and Exploration Directorate and Planetary Geodynamics Laboratory. GSFC intends to increase the maximum ordering value of the GGSG contract from $49.5M by $27.3M to $76.8M. The increase will allow for critical milestones to be completed, continuance of existing task orders and the issuance of any potential new task orders during Contract Year 4 (August 1, 2014 through July 31, 2015). Some of the critical milestones that will take place in Contract Year 4 are as follows: GRACE RL03 mascon solution, validation, and delivery (August 2014) ICESat-2 Ground Readiness Test 1 (August 2014), Simulation and verification of all tests in the ATLAS Rx Algorithm Test Plan (November 2014) ICESat-2 Ground Readiness Test 2 (December 2014) Jason-3 launch (mid-2015) Deliver final level-2 products to Planetary Data System (May 2015) ICESat-2 Ground Readiness Test 3 (June 2015) ICESat-2 Ground Readiness Test 4 (July 2015) Software modifications for NASA Open Source distribution (July 2015). Furthermore, NASAs mission will be greatly jeopardized if these milestone dates are not met. SGT is the only contractor that can meet GSFCs needs given the short period of performance remaining on the contract. For example, SGT provides critical support for new missions such as ICESat-2, Jason-3, Sentinel 3 and GRACE follow-on; continuing missions such as LRO, GRACE, Maven and MESSENGER. SGT also supports the Space Geodesy Project which over the next several years, will direct the construction and deployment of next generation geodetic stations, including VLBI antennae, and next generation SLR stations. The unique skills supporting such missions cannot be readily replaced without a learning curve. The highly technical and varied activities associated with the GGSG contract require a very specialized set of skills, which were built up over the years. The learning curve that is required to cultivate the necessary across-the-board skills pertaining to the GGSG contract would take several years to overcome. The incumbent already possess the necessary skills required for uninterrupted performance. SGT has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. There are 40 tasks on the GGSG contract and all of the tasks support one or more of the following areas: Geodynamic, Geophysical, Geomagnetic, and Planetary Studies; Altimetery and Remote Sensing; Software Development and Maintenance and Data Centers. The necessary expertise and experience is specific and is typically developed after years of working with civil servants principal investigators and project scientists. Therefore, NASA believes that SGT, is the only contractor capable of providing the necessary and specific skills, experience and expertise for the remaining year of the contract. In addition, if NASA attempts to procure these services from any other source for this interim period, the combination of delay due to the competitive process, and the time required to transition a new management team to coordinate staffing levels, schedules, and to become familiar with work requirements and systems would cause unacceptable delays in fulfilling NASAs mission. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than May 02, 2014 Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
