Description
This is a Sources Sought Notice for commercial items to support the Fire Department at the US Military Academy, West Point, NY. The requirements will be fulfilled using the Simplified Acquisition Procedures of the Federal Acquisition Regulation (FAR) Part 13. The Government intends to award two (2) or more Blanket Purchase Agreements (BPAs) to responsible vendors that provide a response to this notice capable of providing the supplies described herein. Interested vendors must provide all the requested information identified in this notice in order to be considered. The US Military Academy, West Point, NY Fire Department requires sources of various types of Fire/Rescue supplies as described below but not limited to: 1) Gloves (structural, extrication). 2) Firefighting boots. 3) Wildland personal protective equipment. 4) Wildland hose and related supplies. 5) Rope rescue equipment/supplies. 6) Water rescue equipment/supplies (swift water, lake, ice and sub-service). 7) Tools (hand, pneumatic, battery, electrical) and related accessories. 8) Hose related equipment such as nozzles, fittings, appliances and adaptors. 9) Lights (hand, portable and mounted). 10) Saws (chain/rotary/rescue) and related equipment. 11) Hydrant tools/bags related equipment. 12) Mounting hardware for tools. 13) Hazardous material items (calibration gas, meter sensors, mitigation supplies and decontamination supplies. 14) Personal Protective Equipment (Nomex Hoods, Eye Protection, harnesses, etc.). All interested vendors are required to provide information for each of the 14 categories separately, identifying if they are able to provide the specific type of supplies and also identify their normal delivery time for such supplies in each category. Also, once a BPA is awarded, vendors would be required to respond to request for quotes for individual BPA Calls within a three (3) day period. It is also expected that any orders placed against any awarded BPAs would be paid by use of the Government Procurement Card upon receipt and acceptance of supplies ordered. Interested vendors are also required to provide socio-economic information regarding their firm as follows: 1) Identify if your firm is a Large or Small Business. 2) If your firm is a Small Business, then also identify which of the following categories apply to your firm quote mark a) Service Disabled Veteran Owned Small Business (SDVOSB). b) Woman Owned Small Business (WOSB) c) Economically Disadvantaged Women Owned Small business (EDWOSB). d) SBA Certified HUBZone Firm. The US Military Academy, West Point, NY will use the information submitted to determine which vendors it would award a BPA to. The intention of the Government is to award a minimum of two (2) and a maximum of three (3) BPAs which would remain in place for a three (3) year period. This notice will be the only means of soliciting vendors for this requirement and there will not be a separate Request for Quotes/Proposal issued. All interested vendors are required to be registered in the System for Award Management (SAM) at www.sam.gov. All interested vendors must submit the required information in writing by e-mail to Kevin.M.Niebuhr@us.army.mil. All responses need to be received by 11:00 AM on 24 April 2004. The US Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought Notice.
