Description
The Federal Aviation Administration (FAA), Southern Region, Eastern Logistics Service Area, AAQ -510, has a requirement for Security Upgrades at the Atlanta Air Traffic Control Tower (ATCT), Atlanta, Georgia. The FAA contemplates award of a Firm Fixed Price Contract as a result of this solicitation. The NAICS code for this acquisition is 561621 Security Systems Services (except Locksmiths Standard Size - $12.5 million. This requirement is offered to all qualified responsive concerns and offers will be considered using a tiered order of precedence. Each tier will be evaluated using the procedure outline below. First Tier - eligible 8(a) business concerns, provided that adequate competition is received and an award can be made at a fair market price. Second Tier - eligible service-disabled veteran owned small business, provided that adequate competition is received and an award can be made at a fair market price. Third Tier - eligible small business concern, provided that adequate competition is received and an award can be made at a fair market price. Last Tier - full and open competition from among all responsible, responsive offers received providing award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive offers received from qualified, responsible business concerns at the tier under evaluation. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions for Preparation of Proposals." All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of James E. Love, Contracting Officer (AAQ-510), via e-mail at james.love@faa.gov. Technical and cost proposals are due no later than 4:30 p.m. local time (Eastern Time Zone), May 15, 2014 and must be submitted to FAA, 1701 Columbia Avenue, College Park, Georgia 30337. The proposal must be sealed and labeled as follows: ATTN: James Love, SIR/RFO DTFAEN-14-R-00045, due 4:30 p.m. ET, May 15, 2014. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at delivery at Southern Regional Eastern Logistics Service Center. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at Southern Regional Eastern Logistics Service Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 4:30 p.m. ET, May 15, 2014, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. Per AMS clause 3.8.2-9, Site Visit, Offerors or Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a dispute after contract award. Therefore a Site Visit has been scheduled for May 1, 2014 at 9:00am EST.
