- Special Notice This is neither a request for formal Request for Proposals (RFP) nor for quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Objective The Naval Research Laboratory's (NRL) Naval Center for Space Technology (NCST) is searching for potential sources that are capable of meeting a requirement with regard to the provision of an anhydrous ammonia loop heat pipe system for spacecraft applications. In particular, the NCST is seeking LHPs that meet the following performance and envelope requirements while operating in a zero-g space environment: - Overall Thermal Conductance UA = QIN / (TEVAP - TCOND): at least 50W/K •o where QIN is the applied heater power, TEVAP is the average evaporator surface temperature and TCOND is the average condenser line temperature (including both two-phase and liquid sections of the condenser). •· - Minimum Heat Transport Capacity: greater than 500W operating at -20C (saturation temperature) and greater than 1,000W operating at +20C •· - Minimum Transport Length: 200 inches (not including condenser) with a maximum liquid line OD of 0.25 inch. - Evaporator Interface for heat acquisition: 150 in 2 minimum The NCST intends to evaluate the provided design and performance parameters for application to a notional spacecraft platform. Ease/flexibility of integration will be heavily scrutinized as well as 1g performance and implementation restrictions. A detail performance assessment will be conducted in ambient conditions to include a range of adverse environments and evaporator elevations in order to understand the performance limits of the system. If appropriate, further testing may be conducted in vacuum in order to gauge cold temperature performance. If the provided system demonstrates sufficient performance margin to warrant flight testing, the LHP may be subjected to an agreed to/approved environmental proto/qualification test program and may be integrated to a spacecraft as a flight experiment in order to gain orbital performance data for a period of no less than 2 years. Sufficient telemetry will be provided to monitor performance over the life of the experiment and all pertinent data will be shared with the LHP provider. Pricing and Schedule Information NRL is requesting interested contractors to provide Rough Order of Magnitude (ROM) estimate of costs. Past Performance Information Please provide in the response a list of Navy, DoD, or Federal contracts supported during the past 36 months with a brief description of the supply or service provided per each contract. Only list contracts similar to the requirement herein. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
