Description
This notice constitutes a sources sought and is not a contract, pre-solicitation or solicitation announcement. Any potential contracting action arising out of this sources sought will be posted to the Government Point of Entry in accordance with the rules set forth in the Federal Acquisition Regulation and its supplements. The Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) requests information about commercial products/systems capable of measuring and electronically recording fuel usage (gallons) and fuel efficiency (miles per gallon or gallons per hour) in NECC land based equipment such as Trucks, Earth Moving Equipment, Material Handling Equipment, and Generators (not boats). The Chief of Naval Operations (CNO) has mandated a 15% reduction of fuel consumption over that of 2008. Fuel conservation provides an advantage because it decreases personnel exposure to attacks during convoy operations, it saves money, and it reduces the logistic burden of transportation. One factor in meeting this goal is the ability to measure fuel consumption of Navy Expeditionary Combat Command (NECC) equipment in an expeditionary environment. Currently, most NECC field unit ™s ability to measure and know their own fuel consumption is limited to reading equipment fuel gauges with manual data entry into paper notebooks. EXWC intends to perform an analysis of candidate commercial products/systems based on potential utility, technical specifications and costs. EXWC then intends to install evaluation samples of selected commercial products/systems into selected NECC Equipment to conduct technical assessment and operational analysis. EXWC then intends to evaluate operational utility of candidate commercial products/systems to validate functionality with respect to setup, intended use, operation and maintainability, accuracy, ease of use, etc. EXWC intends to then document the capability set for possible future procurement through NAVFAC. The following lists preliminary minimum criteria for the data collected and reported by candidate commercial products/systems Date/Time Amount of fuel used, received or dispensed Fuel type used, received or dispensed U.S. Navy registration number (USN) of fuel using equipment Miles driven or engine hours of fuel using equipment (as applicable) Locations of fuel using equipment (country or state) Name of operator The Government is requesting that any firms with commercial products/systems capable of meeting the above criteria submit a capability statement to Gladis Aispuro at gladis.aispuro@navy.mil. The capability statement should address each of the above criteria. Submission of a capability statement is not considered a proposal.
