- THIS IS SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Naval Facilities Engineering Command, Southwest is seeking comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large scale construction project at Naval Air Weapons Station China Lake, CA. Proposed project will be Design-Build type contract to reconstruct the primary runway and E-28 arresting gear foundations at Naval Air Weapons Station, China Lake, CA. The portion of runway to be reconstructed is 200 feet wide and approximately 7,000 feet long. Specifics include removing lead contaminated airfield markings, removing aircraft tire rubber, demolishing the existing runway pavements, constructing new runway pavements, repairing deficient concrete pavement, removing existing crack sealant, cleaning and sealing cracks, relocating illuminated taxiway signage, and remarking the entire 10,000 foot runway. The E-28 arresting gear work includes fabrication of custom base plates, removing existing Navy equipment, demolishing eight reinforced concrete foundations, constructing four new reinforced E-28 foundations, constructing new concrete cable pavement protection, and reinstalling the E-28 engines. Additional work includes correcting runway slopes, demolishing existing asphalt shoulders, raising existing runway edge light cans, preparing subgrade, placing base course, placing asphalt shoulder pavement, reinstalling edge light fixtures. Additional work may also include paving two unpaved overruns 200 feet wide and 1,000 feet long. The appropriate North American Industry Classification System (NAICS) Code is 237310 with a Small Business Size Standard of $33.5M. The estimated total contract price range, in accordance with DFARS 236.204 is between $25,000,000 and $100,000,000. The use of a Project Labor Agreement (PLA) is being considered for this project pursuant to Executive Order 13502, Use of Project Labor Agreements for Federal Construction Projects (February 6, 2009). A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C 158(f). Federal Acquisition Regulation (FAR) Policy: (a) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law.
