- Description
- This is a competitive 8(a) set-aside requirement. The U.S. Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory (NHEERL)/Research Triangle Park, NC, is seeking qualified 8(a) sources for research animal colony support. This support includes operating and maintaining the NHEERL Animal Care Facilities, laboratory animal husbandry, cage washing and sanitizing, technical assistance and quality control/quality assurance necessary to conduct all animal related research projects required by EPA scientists. The contract will contain an optional task to purchase from required resources approximately 5,000 rats annually, 3,000 mice annually, 100 adult zebra fish and 2,500 fish embryos annually. The work is performed in Building A (41,009 ft2) and a small satellite facility (110 ft2) on the main EPA campus. The average daily animal census based on the previous four years is approximately 4,000 rodents, nine racks of fish, and a few rabbits. The total number of animal cage changes on a weekly basis averages between 3,000 and 4,000. The total number of incoming rodents has averaged 8,300 per year over the previous four years. The EPA anticipates awarding a firm fixed-price contract from this solicitation. A twelve-month base year with four twelve-month option periods is anticipated. NAICS code 561210 applies with a size standard of $35.5 million in average annual gross receipts over the preceding three fiscal years. The Request for Proposal (RFP) is expected to be issued on or about 05/29/14, with proposals due approximately 30 calendar days after Request For Proposal issuance date. A pre-proposal conference on-site at EPA's RTP, NC facility is tentatively scheduled for 06/10/14. It will be the offeror's responsibility to frequently check the same site where the solicitation is to be posted for any amendments. All responsible sources may submit proposal which shall be considered by the Agency.
