Description
The U.S. Fish and Wildlife Service, National Conservation Training Center (NCTC), intends to solicit for the construction of emergency power upgrades. The NCTC is an active training facility for the U.S. Fish and Wildlife Service. The NCTC is currently fitted with minimal back-up power provided by stationary diesel generators. These existing generators provide power for predominately emergency lighting only. PROJECT SCOPE: The work includes the new construction of an emergency power system consisting of three (3) 750kW 480V diesel generators sets, step-up transformer to 12.47kV, primary overhead, primary and secondary switching, underground feeders, 10,000 gallon primary diesel fuel storage with transfer pumps and a fuel maintenance system, and system controls. Ancillary work will include the construction of concrete foundations and pads, site work, and the removal of four (4) existing diesel generator sets that become property of the contractor. The acquisition is for construction only; complete design will be provided. All generators will be located within a single construction site. All work identified in the specifications and drawings shall be completed within 230 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site are provided in the solicitation. It is anticipated that a single organized site visit will be conducted 29 April 2014. PROPOSAL PERIOD: The invitation for bid is scheduled for release on 17 April 2014. The bids will be due on or about 20 May 2014. The anticipated award date is 16 June 2014. PROPOSAL PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Invitation for Bid through FedBizOps. The Government may include options in the solicitation. The magnitude of the project is between $1,000,000 and $1,500,000. A Bid Guarantee, Performance Bond and Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. This is an electronically issued acquisition. The Government will issue the invitation via FedBizOps. Bids will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. All responsible sources may submit a bid that will be considered by this agency.
