Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Government intends to enter into a sole-source contract with Dynamac Corporation to continue the services offered under the current contract, N01ES45517, for a period not to exceed 8 months, from July 1, 2014 through February 28, 2015, as monthly options. The new competitive contract is anticipated to be awarded in Fiscal Year 2015. Contract N01ES45517, entitled "Quality Assessment Support for Conduct of Audits and Inspections" was awarded on January 1, 2004. The purpose of this contract is to conduct audits and inspections of various aspects of NTP studies in order to identify areas in the conduct and documentation of studies that merit attention, correction or improvement. The NIEHS has a need for continued services because of an unforeseen delay in awarding the new contract for these same services. The contractor shall assess the accuracy and completeness of factual information, qualitative and quantitative, presented in various NTP reports/information by comparing the reports/information to original study records. Specifically, the Contractor shall audit the following types of reports: • NTP Toxicity Reports and NTP Technical Reports • Laboratory reports for NTP toxicology and carcinogenicity studies • Ancillary support studies (i.e. analytical chemistry, pathology, animal care, toxicology, etc.) • Pathology Tables • Electronic information on the NTP public website or related websites This notice is being published by NIH/NIEHS in accordance with Federal Acquisition Regulation (FAR) Part 5.201. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
