Description
THIS IS A SOURCES SOUGHT/NOTICE OF INTENT TO NEGOTIATE WITH ONE SOURCE. This is NOT a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. On May 6, 2010, the GSA awarded a design-build-bridging American Recovery and Reinvestment Act (ARRA) funded contract GS02P09DTC0022 to the Fusco Corporation, of New Haven Connecticut, for the base contract amount in excess of $60,000,000. Dewberry, located at 15 East 26 th Street, New York, NY 10010, a subcontractor to the Fusco Corporation, provided A/E design services. The contract scope of work includes the upgrade of the mechanical, lighting, and electrical distribution systems, improvement of all public hallways and restrooms, and installation of a new roofing system and photo-voltaic panels in the Degetau Federal Office Building and the Ruiz Nazario U.S. Courthouse located in San Juan, Puerto Rico. The project was title the "High Performance Green Building Modernization Project" and required multiple phased moves to allow the implementation of the work in the federal office building and courthouse. By October 2014, the GSA intends to re-procure approximately 33% of the construction work from the 2010 ARRA funded High Performance Green Building Modernization Project. The Government intends to solicit and negotiate with Dewberry under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements unless, as a result of this announcement, acceptable responses to this notice are received, and a determination is made by the Government to issue a competitive solicitation. The GSA, PBS Region 2 is researching sources that are uniquely qualified to provide for the A/E services required of the aforementioned project. As the designer of the Degetau Federal Office Building and the Ruiz Nazario U.S. Courthouse, "High Performance Green Building Modernization Project", Dewberry has intimate knowledge of the project and a substantial duplication of cost to the Government is not expected to be recovered through competition process. The A/E shall provide the following re-procurement professional services: 1) investigate and verify existing site conditions; 2) re-package original construction documents for a traditional design-bid-build project delivery; 3) construction bid phase services; 4) construction administration services; and 4) project close-out services. A/E firms who believe they can perform this work must be able to demonstrate the following: 1) a comprehensive understanding of the project; 2) a significant knowledge of the project site and tenant agencies; and 3) a time and cost effective manner to re-package existing Dewberry construction documents for a traditional design-bid-build project delivery. The North American Industry Classification System Code (NAICS) for this potential acquisition is 541310. The Small Business size standard is $7,000,000 If you are an interested A/E firm, please provide with your written letter of interest a response to the following questions. If yes, please provide a brief description of that knowledge. •3. Does your firm have unique knowledge of the project site and tenant agencies? If yes, please provide a brief description of that knowledge. •4. Describe how your firm will provide a time and cost effective manner to re-package the existing construction documents for a traditional design-bid-build project delivery. Responses will be reviewed. However, a determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Interested Architectural and Engineering firms should submit a written letter of interest along with a response to the questions contained within this notice to Brian Burns, Contracting Officer.
