- RFQ The U.S. International Trade Commission is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. The solicitation number is ITC-RFQ-14-0034, attached, and is issued as a Request for Quotes (RFQ), for Commercial Items. It is the responsibility of the Offeror to be familiar with the incorporated provisions and clauses. The USITC has a requirement for Annual Security Awareness Training. The successful Offeror will be selected on a best value basis. The associated North American Industrial Classification Code (NAICS) for this procurement is 511210, with the SBA's small business size standard maximum of $35.5 million in average annual receipts. This requirement will be a 100% small business set aside. It is the responsibility of the Offeror to monitor this site for any amendment(s) that may be issued to the RFQ. All responsible sources may submit a quote as outlined in the RFQ, which will be considered by the agency. Questions regarding this RFQ shall be received in writing, via e-mail, to Joy.Kingsley-Ibeh@usitc.gov AND cc Michael.Pigram@usitc.gov on or before 3:00 PM Eastern Time, Wednesday, April 23, 2014.
