Description
12GJQ660047 This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-12-G-JQ66. The BOA was issued to Raytheon Company, McKinney, TX. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-12-G-JQ66 will remain unchanged. This JO is anticipated to procure repair, sustainment logistics, engineering, and software support for the AN/AAS-53 Common Sensor Payload (CSP) High Definition (HD) and Standard Definition (SD) including maintenance/repair/upgrade, reliability efforts, configuration management, maintainability efforts, technical support, Continental United States (CONUS) field support, and Software/Firmware integration. This includes but not limited to: coding, qualification testing, configuration management, documentation, ground/systems integration lab support, aircraft flight testing, technical studies/analyses, and safety and engineering analyses. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 18 SEP 2014. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
