Description
JBSA-Lackland Bus Service RFP JBSA-Lackland Bus Services - Financial Information Questionnaire JBSA-Lackland Bus Services - Quality Assurance Surveillance Plan (QASP) JBSA-Lackland Bus Services - Wage Determination JBSA-Lackland Bus Services - Collective Bargaining Agreement JBSA-Lackland Bus Services - Performance Work Statement (PWS) 502d Contracting Squadron, Joint Base San Antonio (JBSA) - Randolph (AFB), TX, intends to award a Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Bus Transportation Services on JBSA-Lackland (AFB), TX. The North American Industry Classification (NAICS) code for this requirement is 485113 and the size standard is $14M. The solicitation will be issued as a 100% total small business set-aside. The Lowest Price Technically Acceptable (LPTA) selection process will be used. The offeror/contractor providing buses and/or drivers shall be certified by the Defense Travel Management Office (www.defensetravel.dod.mil) and be an approved DOD carrier at time of proposal. The period of performance will consist of one (1), 12-month Basic Period with the option to extend services for not more than six months. All information required for submission of an offer will be identified in the solicitation. The government contemplates award on or about 01 August 2014, with a performance start date of 01 October 2014. The scope of work to be performed under the terms of this contract consist of the contractor providing all management, personnel, vehicles, tools, material, supplies, supervision, equipment, and labor necessary to ensure that all directed JBSA-Lackland student/shuttle/contingency transportation needs are met IAW contract requirements and Performance Work Statement (PWS). The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work. This is a paperless acquisition. Paper copies of the solicitation will not be issued. Prospective contractors must be registered in the DoD System for Award Management (SAM) database (http://www.sam.gov/portal/public/SAM) prior to award of a Government contract. Offerors are advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for a timely award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, or award a contract. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. FAX requests for a solicitation package will NOT be accepted. Past performance shall be evaluated in accordance with the procedures in FAR 13.106 or FAR 15.3 as applicable.
