- This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. This requirement is for: GENERAL: The 12th Aviation Battalion located at Davison Army Airfield, VA has an immediate requirement to receive Water Survival and Dunker training for our personnel for up to 90 personnel. This requirement is outlined in Army Regulation 95-1, which states, Helicopter aircrews performing over water operations that require wearing life preservers or performing deck landing operations should have the following training: Shallow Water Egress Trainer (SWET), Modular Egress Training Simulator (METS) commonly referred to as dunkers and Emergency Breathing System (EBS). Personnel are required to be qualified and current and carry an approved EBS. Currency of training is defined as four (4) years. REQUIREMENTS: In accordance with Army Regulation 95-1, approximately 90 U.S. Army Aviators are required to receive initial and/or refresher Dunker training in MH-60/UH-1 Blackhawk and Huey aircraft specific training device and Helicopter Emergency Egress Device (HEEDS) / Survival Egress Air (SEA). In order to meet the specified requirements, training shall be conducted during the following time frame: 1 June 2014 to 31 Dec 2014. There will be nine (9) iterations of up to ten (10) personnel each iteration. Training requirements shall include Shallow Water Egress Trainer (SWET)/ Modular Egress Trainer System (METS) training in a MH-60/UH-1 Specific Device, HEEDS/SEA Bottle training, water survival and rescue/recovery. Classroom instruction should include pre-flight considerations, brace positions, underwater egress, surface water survival, compressed air physics/physiology, emergency breathing system inspection/use, and rescue/recovery techniques. RESULT: End requirement is to have successfully completed all classroom Instruction, complete dunker training in an MH-60/UH-1 specific device, and receive a certificate valid for 4 years for all individuals (stating they have successfully completed SWET/METS and EBS training IAW Army Regulation 95-1. PLACE of PERFORMANCE: Although locations within 500 miles of Ft. Belvoir, VA are preferred, all responses will be considered. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the supply and/or services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS contemplated for this requirement is 611512 with a size standard of $25,000,000.00. The Contract Type is anticipated to be Firm Fixed Price. Include only general capabilities relative to the requirement as this is not a solicitation and no responses will be considered as proposals.
