Description
DESCRIPTION: The U.S. Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Tenant Division, is seeking information on potential sources that can provide analytical services for the analysis of water, wipes, soil, air, and biological samples for various radiochemistry compounds. The period of performance will be for one (1) base year plus two (2) option years. This is a market survey for information only. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The anticipated NAICS code is 541380 (Testing Laboratories) and the PSC is Q301 (Medical Services-Laboratory Testing Services). Anticipated Scope of Activities: The contractor shall use approved instrumentation, technologies and methodologies to analyze samples for each of the parameters listed in Attachment 1 of the draft Performance Work Statement. Turnaround times: Contractor shall meet 21 calendar day STANDARD turnaround time. For samples designated HIGH PRIORITY the contractor shall meet 12 calendar day turnaround time and for TOP PRIORITY contractor shall meet a 8 calendar day turnaround time. Please see attached draft Performance Work Statement for further information on turnaround times. The contractor shall follow strict quality assurance and quality control protocol per applicable analytical methods. See attached draft Performance Work Statement for further information. Specific Requirements: The contractor shall provide the required analytical expertise and instrumentation to obtain reporting limits equal to or lower than those specified in Attachment 1 of the draft Performance Work Statement. Minimum requirements for contract laboratory facilities: Sufficient laboratory space to operate the equipment and perform the analysis as defined in the PWS Adequate electrical service Reagent water to meet ASTM Type II classification Class A volumetric glassware for all analyses Adequate fume hood system to provide safe storage of hazardous materials Minimum requirements for contract laboratory personnel: - Contract laboratory personnel shall meet the qualification requirements as defined in their third body accreditation requirements (i.e.NELAC, A2LA, DoD QSM). Please see the draft Performance Work Statement for further requirements required for laboratory personnel. Standing Operating Procedures: The contractor shall maintain a Standing Operating Procedure for every analytical method noted in the Performance Work Statement. Contractor must also have an ISO 17025:2005 compliant Quality Assurance Manual, however named. Contractor Certification: The contractor shall be accredited by a National Environmental Laboratory Accrediation Program or the American Association for Laboratory Accreditation or approved third party accrediting body to the requirements of the ISO 17025 standard. All environmental methods and matrices covered by this contract must be listed on the laboratory's scope of accreditation. The contract lab should also be accredited for all clinical sample analyses governed by the Clinical Laboratory Improvement Act. The government must be notified, in writing, within 30 days of any loss of certification for any methods noted in the draft Performance Work Statement. Subcontracting: Subcontracting of the analytical procedures in this Performance Work Statement shall ONLY be allowed to one (1) other laboratory. Please see the draft Performance Work Statement for more information on subcontracting. On-site Inspections: The Government reserves the right to conduct an on-site inspection of the bidding lab and subcontractor lab prior to contract award and throughout the terms of the contract to evaluate the technical and administrative capability of laboratory to perform acceptable analytical operations and generate quality data. Hazardous Waste Management: APG 52.0204-4106 (OCT 1993) The contractor shall comply with all provisions of APGR 200-60, Environmental Quality, Hazardous Waste Management. Public Law 102-484, effective 1 Jun 93, specifications and standards cannot require the use of Class 1 ozone depleting substances (ODS) without approval. There are some cases where a specification or standard allows the use of an ODS, but does not specifically require its use. A situation of this type does not require substitution under the law. Submission Instructions: If you believe your firm has qualified personnel, relevant past performance experience, and the technical capability to perform the work specified in the draft Performance Work Statement, please submit a technical capability statement including the following information: 1.Company name and mailing address 2.Point of contact (name, telephone number, and e-mail address) 3.Socio-economic status (small business, small disadvantaged business, women-owned small business, veteran-owned small business, large business, etc.) 4.Number of employees 5.A brief summary of your company's experience and past performance within the past 3 years as it relates to the magnitude and scope of this requirement outlined in the draft Performance Work Statement. Each company's experience (Government or Commercial) should include: a.Name of the project b.A brief description of the project c.The contract or project number d.The dollar value of the contract/project e.The relevance of the contract/project to the requirements in the draft Performance Work Statement. Technical capability statements can be submitted in your own format and shall be 5 pages or less. The Performance Work Statement is currently in a DRAFT format - if you would like to comment on the Performance Work Statement, please include comments in the submittal. Again this announcement is being used solely to determine if there are potential vendors capable of providing the services. No reimbursement will be made of any costs associated with providing the information in response to this synopsis or and follow-on information. THIS IS NOT A REQUEST FOR PROPOSALS NOR IS THE TECHNICAL CAPABILITY STATEMENT CONSIDERED TO BE A PROPOSAL. Please email your response to SSG Rogelio D.
