- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Service, Office of Satellite and Product Operations intends to negotiate on a sole source basis, with Lintrax, LLC of Bowie, MD using the procedures in FAR Parts 6 and 13 to provide for a purchase order with a two month base and two (2) two month option periods. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source. The National Oceanic and Atmospheric Administration's (NOAA) National Environmental Satellite Data and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Mission Operations Division (MOD), manages and operates the Nations meteorological satellite programs. The satellite programs are comprised of Geostationary Operational Environmental Satellites (GOES), Polar Operational Environmental Satellites (POES) and the Defense Meteorological Satellite Program (DMSP). The Office of Satellite Operations (OSO) includes the Satellite Operations Control Center (SOCC) which operates and monitors of satellite systems and telemetry to insure mission integrity and the continuous flow of high quality weather data. The GOES program provides day and night observations of weather in the western hemisphere. The GOES mission includes making continuous measurements of the earth's surface and disseminating both data and analyzed environmental information to operational users. The GOES and the POES spacecraft also carry Search and Rescue (SAR) transponders. The POES program which includes the National Polar Partnership (NPP) the Joint POLAR Satellite System (JPSS) program provides operational coverage of the entire earth fourteen times each day. This program is a principal source of environmental data for the portion of the globe that is not covered by conventional environmental data sources. The POES mission makes measurements of temperature and humidity in the earth's atmosphere, surface temperature, cloud cover, water-ice boundaries and proton/electron flux near the earth. The JASON 2/3 satellite system altimetry mission provides sea surface heights for determining ocean circulation, climate change and sea-level rise. The DMSP program provides operational coverage of the entire earth up to fourteen times a day providing nearly complete global coverage of clouds every six hours. Each DMSP satellite monitors the atmospheric, oceanographic and solar-geophysical environment of the Earth. The space environmental sensors record along track plasma densities, velocities, composition and drifts. This work requires skill in the technical aspects of electronic equipment maintenance. The maintenance personnel must be capable of working on a wide variety of complex computer equipment and other digital equipment, while responding successfully to the competing priorities of Government technical and management personnel in less than optimal conditions. The North American Industry Classification Code (NAICS) for this acquisition is 541513 with a business size standard of $25.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. All proposals received by 11:00am, May 2, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-72 dated 01/01/2014.
