- Draft PWS CLASSIFICATION CODE: B - Special Studies and Analyses NAICS CODE: 541720 - RESEARCH AND DEVELOPMENT IN THE SOCIAL SCIENCES AND HUMANITIES The U.S. Department of Education (Department) is hosting a Pre-solicitation Conference that is open to all responsible offerors for one competition. The purpose of this conference is to provide potential offerors with background information to better understand the Department's requirements. The attached draft Performance Work Statement (PWS) is provided to interested parties for questions and comments. The project for this competition is as follows: Title: Contract for the Fifth-Grade Round of the Early Childhood Longitudinal Study, Kindergarten Class of 2010-11 (ECLS-K: 2011) The National Center for Education Statistics (NCES), Institute of Education Sciences (IES), United States Department of Education ("the Department") requires the design and conduct of data collection for the fifth-grade year of the Early Childhood Longitudinal Study, Kindergarten Class of 2010-11 (ECLS-K:2011). The purpose of the ECLS-K: 2011 is to provide important information on children's early learning and development, transition into kindergarten, and progress through the elementary grades. Data from the ECLS-K: 2011 cohort will yield policy-relevant information by (1) providing current data on the cohort of students who were in kindergarten in 2010-11 and their progress through the elementary grades, (2) providing data relevant to emerging policy-related domains not measured fully in the prior studies, and (3) allowing cross-cohort comparisons of the educational experiences of children attending school before and after the advent of new federal laws and policies. The Pre-solicitation Conference will be held as follows: Date: April 30, 2014 Time: 2:00pm to 3:30 pm Eastern Time (ET) Location: U.S. Department of Education National Center for Education Statistics 1990 K Street, NW 8th Floor, Conference Room Washington, DC 20006 Registration is required for this event. Questions and comments must be provided in writing. Please e-mail all questions and comments by April 28, 2014, to Sharon Masciana, Contract Specialist (CS), at Sharon.Masciana@ed.gov, and Sylvia Reid, Contracting Officer (CO), at Sylvia.Reid@ed.gov by 12:30 pm ET. Questions asked in writing by April 28, 2014, will be answered at the conference; questions asked at the conference will be answered in an addendum to the solicitation. In addition, the Department will post a summary of the conference on www.FBO.gov. By April 28, 2014, 12:30 pm ET, each contractor is required to RSVP by providing an e-mail with the following information to Sylvia Reid, CO, at Sylvia.Reid@ed.gov and copy Sharon Masciana, CS, at Sharon.Masciana@ed.gov as follows: A list of company attendees, point of contact name, e-mail address, and phone number, and, business size (e.g. large, small (HUBZone, Veteran-Owned Small Business, Women-Owned, etc.). The list will be used for Pre-Solicitation Conference attendees to gain entry at the security desk of the building. Contractors should bring state or federal issued identification.
