- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, and/or Service-Disabled Veteran-Owned Small Businesses, or whether to issue as full and open competition (unrestricted). The Naval Facilities Engineering Command Southeast (NAVFACSE) intends to award one Indefinite Delivery Indefinite Quantity Environmental Technical Services (ETS) contract for performing Natural Resources Management in Support of the NAVFAC Southeast Area of Responsibility (AOR). Project locations include, but are not limited to, Navy Bases, Naval Joint Bases, and Navy Reserve Centers and special activities within their cognizant areas of responsibility within Florida, Georgia, South Carolina, Mississippi, Louisiana, Alabama and Texas, as well as, the Caribbean and Bahamas. Other States or area may (on occasion) be included in the tasking where necessary to provide consistency. Exceptions will be on a case-by-case basis as approved by the Contracting Officer. The anticipated firm fixed price indefinite delivery indefinite quantity contract is valued at $4M over the life of the contract. The contract shall be structured to include a base period of 12 months and four one-year option periods. The contract shall not exceed 5 years or $4M. The estimated range of task order values is $5,000- $500,000. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract is 562910 and the size standard is 500 employees. All services required under this contract shall be described in an individual scope of work which may include, but not necessarily be limited to, the following types of tasks: preparation of complete or partial Environment Impact Statements (EISs), Environmental Assessments (EAs), Wetland Delineations, Biological Species Inventories (e.g. rare/threatened/endangered federal and state listed flora and fauna, migratory bird inventories, etc.) and related special studies documentation; habitat restoration; cultural resources investigations; permit applications (e.g. wetlands, marine mammals, Essential Fish Habitat (EFH), etc.), EFH Assessment preparation/review; Integrated Natural Resources Management Plan (INRMP) preparation/review; Biological Assessment (BA) preparation/review; environmental management and compliance documents under various environmental statutes (i.e., ESA, CWA, MMPA, NEPA, etc.); Exotic/Invasive plant species surveys and removal; Exotic/Invasive animal species surveys and removal; and other scientific and technological investigations related to environmental compliance to accomplish the mission and complete environmental assignments for the Naval Facilities Engineering Command, Southeast (NAVFAC SE). Environmental sampling of various media (i.e., surface water, groundwater, surface and subsurface soils, air) may be required to support requested investigations, inventories, or assessments. Work shall involve multi-disciplinary planning and environmental investigations for any of a variety of NAVFAC projects. All interested firms should answer the following questionnaire. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Please limit your response to fifteen (15) pages or less. Completed questionnaires should be submitted to Mrs. Sarah DePeri at sarah.deperi@navy.mil. Questions may be submitted to the same. All responses are due by 19 May 2014 at 1:00PM (EST).
