- The National Labor Relations Board, intends to procure service help desk services on a sole-source basis, in accordance with 41 U.S.C. 253 9(C)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR Subpart 15.1. The National Labor Relations Board intends to enter into a firm-fixed priced bridge contract with Catapult Technology. Previously, Catapult Technology was awarded contract GS-06F-0334Z on 01 Oct 2011 with the period of performance ending 30 May 2014. Continued support is needed while the agency adequately processes a competitive follow-on contract. The NAICS code for this procurement is 541511. The sole-source bridge period of performance start date is 01 June 2014 and ending 31 July 14 with two thirty (30) day option periods. Continued support services are required from Catapult to provide enterprise service desk support services for Tier 1, Tier 2, PC Specialist and NxGen Case Management support areas. This shall include providing technical and functional support of all NLRB base-level applications, hardware, and software, performing initial triage and proper routing for all Enterprise level applications, performing analysis requiring thorough familiarity with NLRB core applications and interfaces, independently undertaking analysis and review of all problem issues and system interdependencies, supporting NxGen Case Management applications. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, responsible sources that believe they can meet the requirement may submit a capability statement by 24 April 2014, 4:00 pm EST, which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
