- Synopsis: The USGS Wellsboro Laboratory located at 176 Straight Run Road, Wellsboro, PA is making several upgrades, in order to conserve and increase energy efficiency. The magnitude of this construction project is between 75,000 and 150,000 for the complete project. The solicitation, G14PS00318, will be released on 4/28/2014 for Small Business set-aside, NACIS code 238210, size standard $14.0M. A site visit is scheduled for 5/7/2014 at 10AM at 176 Straight Run Road, Wellsboro, PA. All contractors are STRONGLY ENCOURAGED to attend the site visit. The tentative close date is 6/5/2014 for quotes. If you have an interest in receiving this solicitation please email cvega@usgs.gov. This PROJECT ENTAILS conservation of aquifer water by: 1.Limiting pumping of ground water to actual research need (`Well control); 2.Removing and replacing light fixtures in the wet lab areas (`Lighting upgrades); 3.Submetering research pumps and motors to isolate research costs from facility costs (`Installation of well and motor submeters); and 4.Miscellaneous upgrades not encompassed by the above 3 items (`Miscellaneous tasks). These FOUR COMPONENTS will be discussed separately below, but the individual components are all part of a single project. The order of priority for the work involved is: 1. Well control a.The highest priority and most involved component will be pump control with installed Variable Frequency Drives (hereafter VFD) utilizing a 4-20ma feedback signal from transducers installed in the facilitys head box (a 50,000 gallon reservoir). This must be integrated with the buildings Tyco alarm system and Siemens Building Control System to notify staff in the event of a failure. If, during emergency conditions (e.g., storm events with high winds or lightening) the pump control fails, other pumps must be engaged. b.The transducers will need to have a redundant system installed and spare parts will be supplied to the facility for future failures of the sensors and pump controllers since this is a custom installation. 2.Lighting upgrades a.Since LED lights are initially high capital costs, we desire an upgrade to high efficiency T-8 fluorescent lighting to phase out our current T-12 bulbs. Approximately one half of the laboratory has already been upgraded (the dry lab), with the remainder of the facility needing similar upgrades. 3.Installation of well and motor submeters a.Install flow submeters for the tempered water supporting Wellsboros aquatic organisms/experimental facilities and have remote read-out capabilities integrated with the Building Management System (Siemens System). 4.Miscellaneous tasks a.Install remote on and off switch b.Install water flow meter c.Light fixture upgrade for 2 clean rooms in separate area Each of the four areas above will be explained in further detail in the PWS when the solicitation is released.
