Description

Notice of Intent to Sole Source EBSCOhost Database Package Solicitation Number: VA701-14-I-0173 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only One Responsible Source Available, no other source will satisfy agency requirements." The VA intends to solicit and negotiate with EBSCO Publishing via the EBSCOhost search platform to provide Business Source Premier and Medline with Full-Text subscription services. The NAICS code for this procurement is 511120. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
