Description
Combined Synopsis Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. Submit written quotes on RFQ number W912HP-14-Q-0007. The associated North American Industrial Classification System (NAICS) code for this procurement is 424710, Petroleum bulk stations and terminals, with a small business size standard of 100 employees. This requirement is a 100% TOTAL SMALL BUSINESS SET ASIDE. The Government intends to award a Firm-Fixed-Price (FFP) contract as a result of this solicitation. All parties must be registered with SYSTEM FOR AWARD MANAGEMENT (SAM) at time of award. The system for award management (SAM) is a free web-site which consolidates Federal Procurement systems and the catalog of Federal Domestic Assistance. Currently CCR, FED REG, ORCA AND EPLS have been migrated into same 1 AUG 2012. Instructions, Conditions & Notices to Offerors Price: Completed Bid Schedule. (See Attachment) CLIN 0001 Purchase of Shell R&O 68or equivalent, Quantity 2,000 gallons NOTE: Turbine oil quantity shall be 2000 gallons bulk delivery (not drums) and shall be Shell R&O 68 or approved equal. The supplied turbine oil will be mixed with existing quote mark in service quote mark oil. Turbine oil shall comply with the Section of this specification labeled "Specification of Turbine Oil". The Contractor shall submit an MSDS stating turbine oil properties as well as a one (1) gallon sample of the proposed turbine oil for testing by the Government. All testing will be at the expense of the Government. All vendors will submit the bid schedule above on their company letterhead to the Contract Specialist named herein. Oil samples shall be delivered directly to St. Stephen Powerplant to the address and point of contact indicated below. The prospective bidder shall send one gallon of oil to the Government along with the bid. This oil shall be closely representative to the oil being offered in the bid. The Government plans to send a quart of this oil in an unmarked container to an independent laboratory for compatibility testing with the in-service oil. The compatibility testing will be performed at no charge to the prospective bidder. If the submitted oil sample is found to be incompatible with the in-service oil, this oil will not be further considered in the Contract awarding process. ACCEPTANCE Acceptance is dependent upon the Government testing of the provided turbine oil sample. Basis For Award Award will be made to that Offeror whose proposal has the lowest price for products that meet the compatibility requirements as stated in the attached Scope of Work. Bid Delivery Information: All proposals shall be received in its entirety not later than 1:00PM EST on 30 April 2014 at the U.S. Army Corps of Engineers, Charleston District, Contracting Division, 69-A Hagood Avenue, Charleston, SC, 29403, to the Contract Specialist named below. The last date for questions and answers for this solicitation shall be Thursday April 24, 2014, 2:00 pm EST.
